Serco-NA is seeking a motivated Maintenance Planning Analyst to provide oversight for the COLUMBIA Class program office in Washington, DC. This program office is responsible for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation and Live Fire Test and Evaluation of the COLUMBIA Class submarine. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense.

Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

PMS 397 oversees the development and delivery of the CLB Logistics Products. PMS397L is the lead for all logistics activities for the CLB and coordination with the UK SUCCESSOR program for activities required in support of the Common Missile Compartment (CMC) by UK Industry.

Responsibilities:

  • Facilitate the review and approval of a COLUMBIA Class submarine Class Maintenance Plan, including Organizational, Intermediate and Depot level maintenance requirements.

  • Engage actively with internal and external stakeholders daily; an outgoing personality with the utmost attention to detail is required.

  • Understand how to maintain a relationship with stakeholders to achieve objectives.

  • Understand and apply knowledge of NAVSEA Technical Authority (i.e., who is who and what codes have cognizance of what systems/components). Must also understand the hierarchy of organizations and their interdependencies (NAVSEA, Naval Reactors, SSP, etc.).

  • Develop and maintain TRIPER component listing and facilitate early procurement of ship set worth of spares.

  • Understand and apply the Navy’s Reliability Centered Maintenance (RCM) methodology and process, for developing ship and submarine maintenance plans.

  • Provide applicable class maintenance plan training to PMS397 and other stakeholders.

  • Help coordinate and facilitate PMS 397 and Electric Boats Co-chairing the Integrated Logistics Support (ILS) Project Integration Team (PIT) for Maintenance.

  • Familiarity with the 12 DoD elements of Integrated logistics Support (ILS), including expert familiarity with the following two:

  • Sustainment Engineering

  • Maintenance Planning & Management

Qualifications

Required:

  • An active DoD Security Clearance (SECRET)

  • Bachelor’s degree and 8 years of job-related experience or HS Diploma and 12 years relevant experience.

  • 5 or more years’ experience with Navy acquisition and/or Navy In-Service Programs.

  • Excellent written communication skills; working knowledge of word-processing and integrated software. applications; organizational skills and ability to perform detail-oriented work.

  • Proficiency in Microsoft Office 365.

  • Highly proficient in Excel.

  • Good interpersonal team communication and collaboration skills.

  • Good organizational, time management, and task prioritization skills.

  • 10% Travel required.

Beneficial Experience:

  • NAVSEA certified in RCM (levels I and II).

  • 5 or more years’ experience with US Navy Submarines or Navy combat systems.

  • Experience DOD 5000 Series Directives and Instructions, and Navy Acquisition procedures. Experience with Navy, or DOD, Acquisition programs.

  • Experience leading a project and interfacing with an end item customer.

In compliance with state and local laws regarding pay transparency, the salary range for this role is $96,936.08 to $157,519.86; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
