Detroit, the multi-modal city, is looking for a leader in mobility advocacy and transportation design. We are committed to making it easier, safer, and more affordable for all of our residents to get around on a bus, in a car, on a bike, or as a pedestrian. The City has recently built millions of dollars in complete streets infrastructure, started a traffic calming program, finished its first citywide transportation master plan and street design guide, and has been actively working with mobility tech giants to prepare for a resilient future. Ready to help us take the mission even further?
To support this ambitious effort, the Department of Public Works is seeking a Deputy Director that will lead the planning, design, and construction of all Complete Streets projects. This group will work across all departments within the City's transportation services group to implement Complete Streets.
The Deputy of Complete Streets will lead this group and report directly to the Director of the Department of Public Works.
Examples of Duties
Serve as the department's official lead for all Complete Streets projects, including bike lane design, safety, and streetscape and placed based projects. This will include overseeing the planning, design, and implementation of these projects.
Oversee the efforts of the department's Complete Street's team as well as facilitating multi-departmental project coordination efforts with applicable agencies such as Planning & Development Department, Detroit Water and Sewerage Department, Municipal Parking Department, Detroit Department of Transportation, among others.
Serve as the department's representative for ensuring community engagement for all road infrastructure and Complete Streets projects.
Oversee the Program Managing Consultants and Complete Streets Project Managers, while being responsible for ensuring timely reviews and responses are provided by city agencies to facilitate effective movement of projects; meet weekly with the Planning Department to develop conceptual designs for place based projects, as well as ensuring ongoing projects are progressing as required.
Facilitate strategic planning processes with groups internal to the City as well as external stakeholder groups.
Reach out to a variety of stakeholder groups and individuals to better understand their concerns and ideas.
Development of project management frameworks to ensure the accountability of all entities involved and actual project completion.
Development of business intelligence dashboards to track ongoing progress towards goal completion.
Manage ongoing communication initiatives for both broad and specific initiatives.
Support the activities of the Workgroups as they seek to roll out initiatives under the principles of Complete Streets.
Minimum Qualifications
Bachelor's Degree in a Relevant Field, preferably a degree in architecture, planning, engineering, or a related field
Minimum of 10 years experience in the field
Minimum 5 years of significant work experience the design and/or implementation of Complete Streets projects in a major city/cities
Minimum of 5 years experience in project management and/or personnel management
Experience reviewing engineering drawings and plans for infrastructure or facilities
Improvements
Familiarity with NACTO design guides and best practices of street design in other cities
Excellent verbal and written communication skills
Self-motivated, go getter, capable of taking project from infancy to implementation tasks other than those stated in this specification

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
At age sixty (60) if you have at least ten (10) years of service, or
At age sixty-five (65) with eight (8) years of service.
• In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
