Description

The Senior Energy Analyst is responsible for developing and managing utility data for all of the City’s built assets. This position will work closely with various municipal departments to ensure data accuracy across all utilities. This includes project identification, assessment, development, financial tracking, and monitoring of the City's energy and utility use. This position will work closely with the Office Director to support and advise Departments on areas for improvement in support of our main goal of maintaining an efficient work environment and achieving operational savings for the City of Detroit. The Senior Analyst will also work on administering the Energy and Water Benchmarking Ordinance and work with internal and external partners to achieve a high compliance rate.

Examples of Duties

  • Manage all data as required by the U.S. EPA's ENERGY STAR Portfolio Manager for the City of Detroit portfolio of assets.

  • Coordinate data accuracy meetings across utilities and financial departments.

  • Develop quarterly reports for departmental tracking of energy and water.

  • Develop Standard Operating Procedures (SOP) for data collection, management and maintenance.

  • Track energy-related performance, including making programmatic adjustments to more effectively achieve stated goals.

  • Support and participate in and give guidance to the City’s Capital Improvements Plan process, as assigned.

  • Use a variety of tools to engage with internal and external stakeholders about sustainability, climate, and energy planning and implementation processes and organize meetings to solicit input and generate dialogue on sustainability and innovation issues. Includes managing taskforces and working groups to help develop and monitor programmatic initiatives.

  • Develop and manage process to disseminate information to building owners who are required to comply with the Energy and Water Benchmarking Ordinance.

  • Manage partnerships and contracts for services as assigned.

  • Support in the development of a Municipal Building Decarbonization Strategy development, including writing Council resolutions, policy briefs, and external communication and educational materials as required.

  • Manage and develop partnership and collaboration opportunities with utilities, institutions of higher education, nonprofit organizations, other City departments, other municipalities, the corporate sector, neighborhood groups, and other stakeholders to advance energy efficiency, waste reduction and decarbonization.

Minimum Qualifications

  • A minimum of 3 years of related professional experience including development and implementation of energy efficiency and renewable energy programs with an understanding of local government decision-making processes.

  • Preferred Education: Bachelor's degree or higher in Design-Build, Engineering, Environmental Science, Sustainability, Natural Resource Management, Environmental Policy/Management, Urban Planning, Public Policy, Public Administration, or a similar field.

  • Certified Utility Manager is preferred.

  • Desired certifications include Certified Planner, LEED Accredited Professional, Project Management Professional, or Registered Professional Engineer.

  • Knowledge of energy management principles and practices and ability to manage budget and projects.

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.

Administrative Special Services Staff (Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.

  • VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year

  • PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday

  • MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.

  • WORKERS COMPENSATION – Covered by applicable laws.

  • UNEMPLOYMENT COMPENSATION - Covered by applicable laws.

  • HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.

  • This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.

Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) Day per month, not to exceed (12) days per year.
