Job Description

The Department of Administrative Services (DAS) – Central Procurement is seeking a skilled and motivatedProcurement Analyst(Management Analyst 3) to join our team. In this pivotal role, you'll contribute to the effective management of state procurement systems, collaborate with diverse stakeholders, and drive improvements that enhance the efficiency and compliance of procurement operations across the State of Iowa.

As aProcurement Analyst, you will serve as a key advisor on procurement matters, offering expertise and support in system administration, process improvement, and compliance oversight. This is a dynamic role that requires a proactive problem-solver who can engage with various agencies, vendors, and internal teams to ensure smooth procurement operations. Key Responsibilities:

  • System Administration:Serve as the subject matter expert and administrator for the Enterprise Resource Planning (ERP) and eProcurement systems. Oversee system functionality and provide troubleshooting, support, and system updates as needed.

  • Training and Support:Facilitate comprehensive training for ERP and procurement management system users, including vendors and agency procurement staff. Provide ongoing technical support and address user inquiries.

  • Process Improvement:Collaborate with agency management and procurement staff to evaluate procurement processes and propose operational enhancements to maximize efficiency, streamline workflows, and ensure compliance with state regulations.

  • Liaison Role:Act as the central point of contact between DAS - Central Procurement, agency staff, and vendors. Attend planning and policy-making meetings, provide informed input, and assist in resolving procurement-related issues.

  • Customer Service:Provide exceptional customer service by addressing procurement-related inquiries and offering timely, clear communication regarding expectations and timelines.

  • Vendor Relations:Support vendors in navigating the procurement process, ensuring smooth interactions and a positive experience working with the State of Iowa.

Preferred Qualifications:

  • Strong working knowledge of ERP and eProcurement systems, including system administration experience.

  • Experience providing training and technical support to end-users.

  • Proven ability to analyze and improve procurement processes while ensuring compliance with state or federal regulations.

  • Excellent communication and interpersonal skills, with experience collaborating with diverse internal and external stakeholders.

  • Strong attention to detail, time management, and the ability to juggle multiple priorities in a fast-paced environment.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.

2) All of the following (a and b):

a. Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

3) All of the following (a, b, and c):

a. One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.

4) Current, continuous experience in the state executive branch that includes six months of fulltime work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
