About Us:

DAS-HRE provides centralized human resources services to State of Iowa agencies, supporting their mission to serve the people of Iowa. We specialize in recruitment, employee development, performance management, and benefits administration, ensuring the state maintains a skilled, diverse workforce. Our team is comprised of several bureaus, including Employment, Benefits, Organizational Performance, WorkSmart HCM, and Talent Development.

Location and hours: This is a hybrid position based in downtown Des Moines, IA. You'll have the flexibility to work from our office as well as remotely, helping you to achieve a great work-life balance. The position follows a Monday to Friday schedule, 40 hours per week.

What You'll Do:

As a Human Resources Consultant within the Organizational Performance Bureau, you will be the primary HR liaison for assigned executive branch agencies, partnering with management to resolve complex employee relations issues and ensure compliance with relevant policies and laws. You’ll provide expert guidance on HR programs, including employee relations, organizational development, performance management, and training.

Key Responsibilities:

  • Consult with management on staffing, classification, and compensation needs, offering advice on recruitment, selection, and workforce planning.

  • Provide guidance on employee relations, including corrective/disciplinary actions, grievance preparations, and arbitration hearings.

  • Advise on equal employment opportunity (EEO), affirmative action (AA), civil rights, discrimination, and harassment complaints.

  • Support agencies with the interpretation of federal and state employment laws, collective bargaining agreements, and administrative rules.

  • Lead administrative investigations and assist in developing strategies for performance improvement and leave management.

What We're Looking For:

The ideal candidate will be skilled in building strong relationships, possess excellent communication and analytical abilities, and have the expertise to navigate complex HR matters. Previous experience in an HR generalist or HR Business Partner role is preferred.

Preferred Qualifications:

  • Strong problem-solving skills with attention to detail.

  • Ability to work cross-functionally and collaborate with leadership at all levels.

  • Experience in HR consultation, particularly in employee relations and performance management.

  • Knowledge of employment law, labor relations, and HR best practices.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a Bachelor's degree and experience equal to four years of full-time work in one or more professional-level human resources management areas such as employment, recruitment, position classification, compensation, labor relations, collective bargaining, safety, worker's compensation, wellness, and benefits administration.

  • A combination of a total of eight years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work equals one year of full-time experience.

  • Graduation from an accredited law school.

  • Current, continuous experience in the state executive branch that includes three and a half years of full-time work as a Human Resources Professional 1.
