Job Description

Overview:

The HHS, Division of Family Well-Being and Protection, Early Intervention & Support is seeking a Community Health Consultant. Serves as the program manager for state-funded family support home visitation programs Healthy Families America (HFA) and Parents as Teachers (PAT). This role will provide technical assistance to ensure home visiting services are provided with fidelity and infused with quality. Candidates with direct experience in implementing family support home visitation services should apply.

Core Hours:Monday-Friday 8:00 AM – 4:30 PM Travel as needed

This position responsible for programmatic oversight and technical assistance with state funded family support home visitation programs to ensure fidelity of the affiliate models.

  • Develops and implements guidance documents and policy as needed for optimal practice and efficient operations.

  • Provides planned monthly technical assistance via virtual meetings, calls, and/or on-site visits with each state-funded affiliate and promising practice, at a minimum quarterly.

  • Respond as needed to other technical assistance and model implementation requests from the affiliate and promising practice programs.

  • Annually conducts quality assurance compliance reviews for state-funded affiliate programs to ensure continuous quality improvement measures are met per federal requirements.

  • Assists with local technical assistance for Early Childhood Iowa areas as needed or requested.

The ideal candidate will:

  • Possess current/relevant experience with state and federal policy.

  • Possess current/relevant experience in the prevention and early intervention services.

  • Possess strong technical writing skills and ability to provide detailed written documentation in a timely manner.

  • Establish and maintain effective working relationships with state, local and federal agencies, private enterprise, other political subdivisions, and the public.

  • Demonstrate excellent judgment and communication skills.

  • Possess a strong ability to prioritize and work under pressure.

  • Maintain the ability to work independently and across teams and areas of expertise.

  • Demonstrate integrity and a strong work ethic.

  • Possess the ability to use independent judgement to make sound decisions.

Minimum Qualification Requirements

Graduation from an accredited college or university with major coursework in nursing, a human services or health-oriented field, or education, or nutrition and three years of professional experience in these areas;

OR

Masters degree in nursing, public health or science, a human services or health-oriented field, or education, may be substituted for one year of the required experience;

OR

certification as a paramedic and the equivalent of three years of full-time experience as a paramedic;

OR

an equivalent or combination of the required education and experience, totaling seven years, will be qualifying.
