Job Description
The Iowa Department of Revenue’s Financial Services Division is seeking anAccounting Technician 3. This position is based in our Des Moines office,
The Financial Services Division ensures the accurate accounting of state revenue collection and departmental expenses, while collaborating with leadership to manage the Department’s budget effectively.
Additionally, this division:
Provides centralized accounting services for Lottery, Alcohol and Tax
Coordinates department procurement for Liquor Operations
Manages financial audits
Responsibilities of this position will include:
Perform daily balancing of the Lottery's central gaming system (CGS) and Internal Control System (ICS) to the Lottery's central gaming system (CGS) to ensure sales, prizes and cashes are in balance
Draw balancing functions on a rotational basis, including conducting evening drawings
Weekly balancing of the Lottery's accounts receivable, as well as semi-monthly reconciliation of state and federal tax withholdings
Prepare and post adjustments to lottery retailers' accounts in the central gaming system
Process various payments, review and release all state warrants for payment, and post vendor payment information to the general ledger system
Prepare and process all receipt documents for the Lottery
Prepares and posts weekly lotto and InstaPlay prize journal entries to the Lottery's general ledger
Preference will be given to candidates with experience in the following:
Creating and posting complex journal entries in a general ledger system
Extensive reconciliation (i.e. demonstrates GL and/or accounting system reconciliations), demonstrating strong analytical skills and ability to research and resolve errors or explain variances
2 or more years accounting experience, as well as experience using Microsoft Dynamics GP general ledger system and/or the State's accounting system
Working in a fast paced environment demonstrating the ability to multitask
Demonstrates strong attention to detail and a mechanism to prevent mistake
Working with external customers as well as with internal staff
Job Specific Competencies:
Knowledge of professional accounting principles, theories, concepts and terms
Ability to classify accounting transactions, maintain and reconcile accounts, close accounts and prepare reports and statements
Ability to establish and maintain effective working relationships with employees, administrators and the public
Displays a high level of initiative, effort, attention to detail and commitment by completing assignments efficiently with minimal supervision
Knowledge of the structure, policies and operating details of the accounting system or segment thereof for which responsible

Minimum Qualification Requirements
Graduation from high school or G.E.D equivalency and experience equal to five years of accounting work involving compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal program data using elementary bookkeeping principles and practices;
OR
completion of a post-high school accounting curriculum from an accredited vocational, technical, business or community college, with at least twenty semester hours of accounting coursework;
OR
an equivalent combination of education and experience, substituting one year of clerical office work for each year of the required education;
OR
an equivalent combination of education and experience, substituting thirty semester hours of accredited post high school education in Business, Accounting or a closely related curriculum for each year of the required experience;
OR
employees withcurrentcontinuous service in the state executive branch that includes experience equal to one year of full-time work as an Accounting Technician 2.
