About the Position
The Colorado Department of Transportation (CDOT) has a vacancy for a Deputy Maintenance Superintendent (LTC Operations II) in our Aurora location. Direct, develop, plan, make the related decisions, and implement those decisions in the following areas regarding all highway maintenance activities for assigned areas in the Denver Metro/Front Range area. Directly determine priorities, prepare and allocate maintenance budgets, represent CDOT at meetings with those outside the department, develop objectives, determine procedures for the Section, develop written and oral presentations, develop long-range plans, determine staffing levels, set performance standards, develop procurement requests, develop and implement property improvements, respond to the public for information requests including the media, inspect maintenance section for the adequacy of maintenance and to develop priorities for future maintenance needs, and supervise/direct middle-level managers.
Your duties and responsibilities will include, but are not limited to, the following:
Plans, organizes, directs maintenance activities for the maintenance section, within assigned areas.
Plans Maintenance Levels of Service (MLOS) operating budget, monitoring, and allocating current fiscal year budgets and departmental objectives to properly administer prog rams.
Analyzes and monitors all system reports related to maintenance operations to effectively manage the assigned areas. Implements and/or recommends changes in operations.
Acts as a liaison and represents CDOT in dealings with the public, other governmental agencies, County Commissioners, contractors, and the media. Represents the region on committees, as well as task forces both internal and external pertaining to all aspects of public works.
Makes oral presentations on budget, maintenance procedures, equipment fleet, long-range planning and staffing.
Responsible for incident management 24 hours a day, 7 days a week of all statewide transportation related emergencies due to blizzards, rockslides, floods, avalanches, fires, vehicle accidents, hazardous material spills which may result in closure of transportation corridors by utilization of preplanned personnel, equipment and materials.
Performs personnel management by developing and implementing selection, performance, and evaluation standards; resolves grievances and other disputes, taking appropriate action involving all aspects of human resources development and behavioral requirements.
Directs and administers training to obtain and maintain a productive, effective, and efficient workforce by reviewing and analyzing needs on a continuous basis.
Prepares subordinates for promotional opportunities by using various department resources.
Manages and directs maintenance supervisors in the field, directing daily maintenance activities to ensure MLOS goals are met within Transportation Commission established budgets per Maintenance Program Area (MPA).
Abides by all safety regulation, wearing all required personal protective equipment and attends all required safety meetings and works with Region Safety Officer to implement new statewide safety initiatives.

Work Environment:
Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday
This is considered a Critical Position and can be expected to remain, or return to their worksite, when responding to emergency situations.
Daytime travel during work hours throughout the Metro Denver/Front Range area required for safety meetings, project reviews, patrol inspections, emergencies, snow events, bridge repairs, building inspections, and other issues.
Approximately 10% spent in the field, 90% spent in the office
Occasional overnight travel 1-3 times a year throughout Colorado
Required to operate CDOT vehicles
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
- At least five years of experience in traffic/road/highway maintenance or emergency services, of which at least three years must be as a supervisor of traffic/highway maintenance or emergency services (see descriptions below).
Examples of road/traffic/highway maintenance experience: repairing potholes; performing asphalt or concrete paving operations; operating heavy equipment such as bulldozers, motor graders, backhoes, front end loaders and other heavy equipment to repair and/or maintain roads; maintaining right-of-way fences; performing street striping and marking; performing mechanical mowing along the roadside (e.g. handheld weed eater up to a 15' rotary mower); performing bridge; roadside ditch and culvert cleaning and maintenance; installing and/or maintaining roadway signs or guardrail; operating mechanical sweepers; conducting traffic control; or performing mechanical snow removal (gator up to a tandem truck).
Description of supervisory experience of traffic/highway maintenance or emergency services: Experience must include being a working supervisor, over at least the equivalent of three permanent full-time employees (e.g., six part-time permanent employees), responsible for the overall transportation maintenance and operations making major patrol decisions to plan, develop, administer and manage transportation maintenance; Must have experience reacting to emergency situations such as road closures, road failures, and avalanches. Supervisory experience must include being responsible for leading staff, recommending personnel actions, hiring, corrective and disciplinary actions, and terminations. Relevant work experience as a Transportation Maintenance III is applicable.
