Description of Job

The Work Unit:

Division of Disease Control and Public Health Response (DCPHR)

"The Division of Disease Control and Public Health Response exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare for, and nimbly respond to, all types of conditions and events that impact the public’s health."

Newcomer Health Program (NHP) is a program within the Health Equity (HE) Branch. The purpose of the program is to conduct surveillance to detect, prevent and control diseases and evaluate existing health programs to improve the health of refugees and/or immigrants that are newly arrived in the United States. The program: 1) enhances existing surveillance networks for communicable and non-communicable diseases, including, but not limited to: vaccine-preventable diseases, malaria, hepatitis, intestinal parasites, nutritional deficiencies and anemia; 2) evaluates the health status of refugees and/or immigrants for the purposes of informing and improving U.S. programs for overseas and the post-arrival health assessments and interventions, such as presumptive treatment for parasitic infections; and 3) improves the health of refugees and/or immigrants undergoing U.S. resettlement and protects the health of their receiving communities by controlling the spread of communicable diseases. This program addresses the “Healthy People 2020” focus area(s) of Global Health. The program is also responsible for monitoring all refugee screening data received from a number of community health clinics that perform the refugee health screening and distribute this data to a variety of internal and external partners, including local, state, and federal public health authorities and agencies. DCPHR, and the PHIRR Branch, operate on the belief that all people -- no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability or geographic location -- should have the opportunity to live healthy lives.

The NHP at Colorado Department of Public Health and Environment (CDPHE) supports the Colorado Refugee Services Program (CRSP) in the resettlement of refugees in Colorado and promotes their advancement toward self-sufficiency and long-term integration into U.S. culture. CDPHE serves all Office of Refugee Resettlement (ORR)-eligible populations—refugees, asylees, Special Immigrant Visa holders, victims of severe trafficking, Cuban/Haitian entrants, unaccompanied refugee minors, and certain humanitarian parolees, and certain Amerasians. Program staff support CRSP in developing state-level policies and rules; train county staff on policies, procedures, and processes; provide technical assistance to counties; report to the federal government federal programs; monitor clinic and county performance; and allocate funds to counties for their use in implementing the Domestic Medical Exam (DME) public health screening program.

What You Will Be Doing:

Refugee Health Screening coordinator provides programmatic and technical public health support to address Domestic Medical Exam requirements, and health issues on the part of the State of Colorado, and its partners. The position maintains a framework for the existing NHP, creating and sustaining programmatic goals, objectives, and reporting methods for improving and referring newcomer populations to appropriate health care after resettlement and ongoing.

  • Manages the c of contracted clinics performing the Domestic Medical Exam to ensure compliance with contract deliverables, requirements, and applicable federal and state regulations . Coordinates the provision of both physical and mental health screenings, as well as ensures that refugees can access health services, including the access to health benefits and Medicaid;

  • Ensures that the primary benefit of the Colorado screening model—the connection to primary care post-screening—is realized and is beneficial to refugees and Office of Refugee Resettlement (ORR)-eligible newcomers. This includes staying up to date with changes in the healthcare environment which could benefit refugees and working to ensure refugees are capable of accessing new programs and resources;

  • Collaborates closely with other State agencies and divisions which have programming that affects and supports refugee healthcare, surveillance and data collection, and healthcare access such as Colorado Department of Labor and Employment (CDLE) and Health Care Policy and Financing (HCPF);

  • Ensures coordination and maintenance of solutions are in place related to benefits coordination, including troubleshooting and solution-identification when issues with Medicaid are identified.

  • Oversees screening coordination and collaborates with the Linkage to Care team’s program responsibilities related programming and

  • Identifies and promotes strategies to address health disparities.

Responsibilities of the position include but not limited to:

  • This position represents Colorado as the Deputy State Refugee Health Coordinator, which includes interactions with the state Refugee Health Coordinator, state Deputy Refugee Coordinator, ORR’s Division of Refugee Health as well as other State programs. In addition, this position interacts with other healthcare initiatives and programs that may benefit refugee and refugee healthcare, including Connect for Health Colorado (Colorado’s health exchange program), Colorado Department of Labor and Employment (CDLE), Affordable Care Collaborative, Colorado Department of Healthcare Policy and Financing (HCPF) and other local, state and national health enterprises.

  • Develops and modifies Scopes of Work (SOWs) and budgets with NHP program manager and operations staff to support contracting with external partners. Once contracts are executed, monitors contractors to ensure that contractual obligations are fulfilled and that issues, complaints and suggestions are addressed. This includes: assessing contracted entity compliance with CDPHE contract monitoring standards, programmatic provisions, and addressing contractor performance issues.

  • Assures that the contracts are appropriately monitored to the deliverables, timelines, quality, budget, and business relations detailed in the agreement. The position adheres to the department Contract Monitoring Policy, Contract Monitor Program User’s Manual, and other applicable laws and regulations for all contracts.

  • Develop and host a Health Consortia (partners include medical directors at refugee medical screening providers) to gather stakeholder input to Refugee Health Screening Guidelines and to ensure equity across screening provider sites.

  • Point of Contact for Unaccompanied Refugee Minors (URM) notification for health screening purposes.

  • Point of Contact for Victims of Trafficking (VOT) notification for health screening purposes.

  • Point of Contact for all Refugee Health/Mental Health anomaly reporting

  • Strives for health equity within programs and processes within the state of Colorado, by making recommendations to the Deputy SRC and SRHC/NHP program manager on ways to address health and wellbeing, regardless of culture or language.
