Description of Job

The Work Unit:

The Office of Strategy, Performance, and Innovation (OSPI) is housed within the Administration Division of the Colorado Department of Public Health and Environment. OSPI builds capacity across the department around strategic planning, performance management, continuous improvement, and systems design to meet the needs of the department. OSPI facilitates a strong culture of innovation and performance by:

  • Building systems of continuous improvement, strategic planning, and performance measurement.

  • Strategic and tactical consultation with leaders around strategy and priority setting, performance management, and reporting.

  • Partnering with leaders to identify, scope, and charter department-wide and divisional efforts that enable continuous improvement around departmental processes, practices, and systems.

  • Embedding change management, project management, and leader sponsorship around all initiatives to plan for and manage risks and user resistance for ease of adoption and utilization of the future state.

  • Managing the department's national public health accreditation compliance efforts.

What You Will Be Doing:

This position plays a crucial part in improving business processes. It involves consulting with leaders and employees on continuous improvement and performance management strategies. This includes leading improvement projects within departments and divisions, developing and implementing solutions such as training programs and performance management systems, and utilizing lean principles as a foundation for these improvements. The position also provides valuable data-driven support to projects by offering analytical and evaluative insights. Ultimately, this role contributes to streamlining organizational operations and enhancing overall performance.

Responsibilities of the position include but not limited to:

  • Identifies improvement opportunities and engages stakeholders to gather data and identify areas for improvement.

  • Actively engages stakeholders to gather and analyze data, document successful improvement efforts to attract new customers, and share learnings from past projects.

  • Leveraging various improvement methodologies (e.g., Lean, Six Sigma), advises on existing improvement efforts and facilitates training to build organizational improvement capacity.

  • Continuously seeks and evaluates new improvement methods and materials to ensure the organization is utilizing the most effective approaches.

  • Responsible for consulting with clients related to projects and facilitating events as part of project completion. A typical client consultative approach would include problem identification, project scoping, analysis, defining a solution, and working with clients on implementation through evaluation.

  • Provides support to department members to monitor the progress of planned improvement implementation to assure timely action, appropriate management support, and achievement of expected benefits.

  • Monitor aspects of organizational performance to ensure that the Department remains compliant with the Public Health Accreditation Board (PHAB) accreditation requirements, can anticipate and adapt to future changes in accreditation requirements, and is able to meet recertification criteria with ease.

MINIMUM QUALIFICATIONS:

Experience Only:

Six (6) years of relevant experience in in quality improvement methodologies, project management or an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education in business administration, public administration, public healthand/orrelevant experience in quality improvement methodologies, project management or an occupation related to the work assigned equal to six (6) years

Preferred Qualifications:

In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:

  • Experience applying Continuous Quality Improvement methodologies and tools (e.g. Process Mapping, GAP Analysis, Prioritization, Visual Management, etc.) to improve processes and outcomes.

  • Proven project management skills, including the ability to develop project plans, manage timelines and resources, and track progress towards goals.

  • A history of effective consultation with various levels of an organization demonstrating strong communication, relationship building, coaching, and collaboration skills

  • Demonstrated ability to collect, analyze, and interpret data to identify trends, patterns, and opportunities.

  • Excellent organizational skills with experience in project planning, coordination, and management of multiple projects where competing priorities, contingencies, or deadlines may exist.

  • Knowledge and understanding of relevant issues in public health and/or environmental programs or general knowledge of the Government sector.
