SCOPE OF WORK
The Portfolio Administrator is responsible for a variety of functions related to the management and operations of the Public School Fund Investment Board (PSFIB) in its fiduciary role of directing the investment and investment policy of the Public School Permanent Fund (PSPF). The Public School Permanent Fund is the approximately $1.4 billion portfolio of assets managed on behalf of Colorado's public schools.
Functionally, the work can be divided into administrative duties, oversight of portfolio operational duties, and oversight and coordination of accounting/reconciliation duties. The primary duties involve coordinating with the different entities involved in the operation of the PSPF including the Public School Fund Investment Board (PSFIB), the Colorado State Treasury, the fund's investment consultant, the fund's custodian, internal/external legal resources and the external investment managers. The Portfolio Administrator will also need be able to continually evaluate and improve the operational process that ensures the PSFIB and the PSPF are in compliance with legal obligations and that the PSFIB is able to operate in an efficient and expeditious manner, consistent with comparable public-sector investment and pension funds.
Administrative responsibilities:
Schedule and attend PSFIB meetings, produce and aggregate necessary meeting materials, and take meeting minutes.
Work with the PSFIB chair in setting agenda items for board meetings; including coordination with invited guest speakers.
Coordinate communications between the PSFIB, the Colorado State Treasurer's office, the fund's consultant, the custodian, the external investment managers and/or other necessary parties.
Ensure that monthly/quarterly reporting is collected from investment managers and reviewed by investment consultant for quarterly presentation to the PSFIB.
Act as the main contact, author, and project manager for all PSPF request for proposals for third-party services.
Facilitate and follow up on research projects initiated by consultants and State staff on PSFIB's behalf, including but not limited to ensuring that research is completed on schedule and distributed to the PSFIB.
Manage and coordinate the storage, filing, and archiving of all documents, files, and materials related to the PSFIB's oversight and investment of the PSPF.
Coordinate and facilitate the PSFIB's compliance with Colorado's open meetings and open record laws,§§ 24-6-401, et seq., and 24-72-200.1, et seq., C.R.S.
Perform other administrative tasks as requested by the PSFIB.
Accounting/Reconciliation Oversight:
Work with Colorado State Treasury and external investment managers to generate quarterly and monthly summaries of portfolio balance sheet, income statement, and cash-flow statement that can be reviewed by the PSFIB and others.
Track how the PSFIB's operational budget is spent. Work with Treasury and consultant to forecast potential future operational budgetary needs. Report periodically to the PSFIB on the status of spending for the current fiscal year relative to the budget
Ensure that distributions and other activity from the PSPF (dividends and interest income from the portfolio, etc.) are compiled by Treasury and Custodian and reported in writing to the PSFIB.
Coordinate the reporting of and/or report to the PSFIB the current and forecasted realized and unrealized gain/loss position of the individual portfolio managers and at the total portfolio level.
Prepare required annual reports to be submitted to the PSFIB's oversight bodies under §22-41-107, C.R.S.
Coordinate with investment fund managers to track realized losses to ensure that net realized losses are minimized, and when they do occur, coordinate efforts among the PSFIB, Treasurer's Office and investment managers to activate plans to offset such losses with realized gains from other aspects of the portfolio in order to ensure compliance with the Colorado Constitution, Colorado State statutes and the PSFIB's policies.
Perform other accounting and reconciliation tasks as requested by the PSFIB.
Operations:
Work with the Colorado Attorney General's Office, State Controller's Office, and investment consultant to manage contracting process with prospective and active investment managers and review existing contracts for compliance with PSFIB's policies and contract guidelines.
Manage contracting process with all other third-party service providers as directed by the PSFIB.
Coordinate with Colorado State Treasury, investment consultant, and external fund managers to ensure appropriate data is available on a timely basis for reporting to the PSFIB.
Perform other portfolio operational tasks as requested by the PSFIB.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Qualification Requirements:
The contractor must possess a Bachelor’s degree in finance, accounting, auditing, budgeting, or a closely related field and must have familiarity with contracts and board governance.
Compensation: $50 - $60 per hour depending on experience.
