At-Risk Data and Compliance Specialist

Work Environment

• This position is full-time.

• Extended hours during the evening or the weekend may be required.

• This position is hybrid (remote/home office w/requirement to report to work location regularly).

Position Summary

The At-Risk Data and Compliance Specialist position will serve as the primary content and subject matter expert for the at-risk measure included in the Colorado Public School finance funding formula. This will include overseeing all aspects of the data collection and validation processes (including customer support and trainings), providing technical assistance to districts on how to obtain student level census block data, assisting with the School Finance funding formula calculations, and supporting the management and facilitation of statewide count compliance monitoring processes through documentation reviews.

Key Duties and Responsibilities

• Develop all resource materials, including file layouts, training documentation, timelines, and guidance related to the at-risk interchange data collection and processes, as well as the geocode tool

• Track and provide technical assistance on an on-going basis with local education agencies for both the interchange data collection and use of the geocode tool

• Create and deliver training to local education agencies related to both the data collection and geocode tool

• In collaboration with development team, establish collection processes within the data pipeline system ensuring all functionality is working and accurate

• Complete all necessary steps within the data pipeline system throughout collection cycle; validate and test the data submitted

• Complete data analysis for reporting data, as requested

• Assist in the analysis of the American Community Survey (ACS) indices for the new at-risk measure

• Update and maintain the census block crosswalk between the geolocated student data and the estimated indices as determined by the Colorado legislature.

• Assist with the development, management, and facilitation of statewide at-risk and ELL count monitoring and audit processes through the analysis of available data and documentation.

• Prepare accurate and thorough work papers associated with statewide monitoring activities associated with at-risk counts.

• Verify reported district level data through the review of district-provided documentation.

• Other related duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Requirements

Bachelor’s degree from an accredited college or university with two years of relevant experience, OR six years of relevant experience. Relevant experience includes accounting, auditing data management, statistics, or closely related field.

Competency and Qualifications Requirements

• Excellent communication and presentation skills

• Detail oriented (i.e., proofing work, spelling, grammar, formatting, etc.).

• Proven administrative and project management skills.

• Effective and constructive interpersonal skills.

• Evidence of strong logical thinking, problem analysis skills, and technical writing skills.

• Intermediate to advanced proficiency in MS Office programs, specifically Excel, Access and Word

• Experience with data analysis programs, and querying tools (i.e., SQL, STATA, etc.), preferred

• Experience using custom databases and applications for data entry, tracking and querying.

• Knowledge/experience in working with file layouts, editing data, and basic data analysis, preferred

• Ability to effectively balance quality of work and productivity expectations.

• Demonstrates initiative and exhibits a proactive approach to work.

• Ability to prioritize and organize work to accommodate and meet the changing needs and goals of the project, as well as complete assignments within prescribed deadlines.

• Previous compliance auditing or monitoring experience, preferred.

• Ability to collaborate with internal and external customers (i.e., school districts, BOCES, other CDE units, etc.).

• Ability to lead professional learning and training in a variety of settings (i.e., virtually and in person).

• Ability to work equally well independently or as a member of a team.
