Description of Job

The purpose of this position is to provide financial leadership and management for the Behavioral Health Administration (BHA), and to develop, implement, and oversee the tactical plans, fiscal operations, technological and other resource plans, and related initiatives for the Administration. In the process, this position works closely with the Office of State Planning and Budgeting (OSPB), Program/Division leadership within BHA, and with BHA Commissioner and Deputy Commissioner. This position is responsible for maintaining an understanding of statutory and regulatory changes and legislative initiatives in fiscal policy and ensuring that BHA’s operations are consistently up-to-date. Additionally, this position is BHA’s representative finance expert on base budget initiatives, fiscal policy analysis, financial compliance, grant and contract management, resource allocation, budget and rate calculations, financial reporting, projections, Joint Budget Committee (JBC) decision items, and proposals that directly influence management's decisions. As a member of the Senior Leadership Team, this position helps establish strategic priorities of BHA and allocates resources needed to achieve those priorities.

Responsibilities in this position include:

  • This position is responsible for the management of the BHA operation expenditures, local, state, and federal revenue generation.

  • Provides supervision to the Contracts and Budget & Accounting Managers and the entire Finance Division, including setting performance standards, conducting performance planning and appraisal of staff, ensures that subordinate staff development needs are met. Initiates and administers necessary corrective or disciplinary actions. Assures direct and indirect supervisory employees are performing supervision functions with their subordinates consistent with State, Department, and BHA expectations. Monitors and approves formal leave for staff. Provides formal and regular interval evaluations of direct report staff. Makes recommendations for promotions. Applies criteria to approve, evaluate, and determine appropriate use of personnel resources pursuant to the Colorado Code of Regulations, Department and Division Policy.

  • In addition to supervising the Contracts and Budget & Accounting Managers, this position provides in-direct oversight, leadership, and management to the entire BHA Finance Division.

  • This position ensures federal revenue requirements are met; prepares BHA plans, including operating and allocation requests; and completes federally mandated reporting. This position develops business plans for BHA so that staff resources are directed toward BHA’s priorities. This position advises the Commissioner and Deputy Commissioners of issues or concerns about federal funds and the interpretation of new requirements.

  • This position consults with the Federal/State offices and with other high-level executives. Influences and persuades other state agencies and branches to coordinate with the BHA. Establishes policies to support the meeting of federal revenue participation requirements. Acts as the consultant when program needs are being balanced against resources available.

  • This position provides broad, system-level insight across state agencies and branches that have behavioral health programs and/or funding. Through the development of strong relationships, this position works with the CFOs and Finance Directors of other state agencies to quantify and communicate opportunities to strategically invest in initiatives/programs or to drive financial efficiencies across the behavioral health system. Provides information relevant to financial analysis of behavioral health initiatives, including potential funding sources if there is a funding need. This position represents the BHA in making recommendations to relevant state agencies on whether opportunities should advance to the early stage of budget development. Other agencies engage in this position for support in the development of budget requests.

  • Develop a plan for Federal, State, and cash fund revenue maximization; develop any necessary corrective action plans. This position is responsible for financial planning and forecasting, strategically directing BHA resources to areas that maximize Federal and State funds. Evaluate and make recommendations on the BHA’s operating and personnel costs. Monitors and adjusts the BHA’s indirect cost allocation plan to ensure federal compliance and maximize federal reimbursement.

  • This position has the responsibility of formulating, writing, supporting, and defending funding requests (Funding Requests/Decision Items, Supplementals, Budget Amendments, Emergency Supplementals, Budget Reductions, and Fiscal Notes). Responsible for maintaining a solid understanding of State funding request requirements, instructions, protocols, and strategies for completing successful funding requests. This position is expected to explain and defend funding requests to the Office of State Planning and Budgeting (OSPB), legislative council staff, and the Joint Budget Committee (JBC).

Minimum Qualifications:

  • Graduation from an accredited college or university with a bachelor's degree.

AND

  • Ten (10) years of progressively responsible professional experience in budgeting, finance or procurement culminating in senior-level management of a complex (multi-disciplinary) organization that must have included at least:

  • Two (2) years of experience successfully leading and supervising subordinate executives responsible for multiple major units in a large organization; and

  • Two (2) years of professional public or business administration experience that included establishing organizational structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results, and fostering a team environment.

Substitutions:

  • Experience that provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

  • A master's or doctorate degree from an accredited college or university in a human services field, business or public administration, or a closely related field, may be substituted for the bachelor's degree and one or two years of general experience respectively.

Preferred Qualifications:

  • Advanced knowledge of state finances, administration and allocation of funds, budget planning, and management

  • Prior CFO (or highly equivalent) experience, including extensive accounting experience

  • Experience in personnel management

  • Skill in evaluating complex information, problem-solving, evaluating fiscal conditions, budget operations, and oversight; and presenting findings to various audiences, including executive-level leadership

  • Effective written and oral communication skills, especially as it relates to communicating complex financial or policy topics in a clear, concise way

  • Excellent customer service skills

  • Ability to build and maintain effective relationships with internal and external stakeholders

  • Comfort and ability to work in a fast-paced, deadline-driven environment

Conditions of Employment:
