DEPARTMENT INFORMATION:

This position is only open to Colorado state residents.

This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).

New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

DESCRIPTION OF JOB:

About the Work Unit The State of Colorado is committed to enhancing the safety and well-being of its citizens and visitors by proactively improving roadway safety across the state. The Strategic Highway Safety Plan (SHSP), mandated by the Federal Highway Administration (FHWA), establishes a collaborative vision and mission for transportation safety in Colorado. The Safety Performance & Engineering (SPE) unit, part of the Traffic Safety and Engineering Services branch, is dedicated to supporting the implementation of the SHSP. This unit is responsible for providing safety oversight within CDOT, regularly briefing leaders on SHSP implementation, leading the development of an annual statewide transportation safety conference, and facilitating coordination with internal and external stakeholders including, but not limited to, FHWA, National Highway Traffic Safety Administration (NHTSA), Governor s Operations Office, Colorado State Patrol (CSP), Colorado Department of Public Health and Environment (CDPHE), Department of Revenue (DOR), Department of Education (DOE), Colorado Judicial Department (CJD), Transportation Planning Organizations (TPRs), Metropolitan Planning Organizations (MPOs), municipalities, local governments, advocacy groups, and emergency services.

The SPE unit plays a crucial role in informing CDOT's strategic planning and decision-making processes by developing tools that effectively measure, analyze, forecast, and communicate safety performance. By integrating and supporting interconnected safety initiatives the unit advances the SHSP's vision and mission. Additionally, the unit is responsible for creating and maintaining a website and dashboards for crash analytics and safety performance metrics.

About the Position This position serves as the Statewide Safety Champion and is a crucial connector, expert, leader, visionary, and supervisor for the SPE Unit. The primary mission of this role is to reduce crashes involving fatal and serious injuries on all public roadways in Colorado. Acting as the lynchpin and liaison, this position is responsible for establishing and maintaining key relationships with a variety of internal and external stakeholders.

This position oversees the development and implementation of the Strate ic Highway Safety Plan (SHSP), the Advancing Transportation Safety (ATS) initiative, the Governor s Wildly Important Goals (WIGs), the annual Traffic Safety Summit, the Data Dashboards, the Safety Circuit Rider (SCR) program, and the Access Management (AM) program. Additionally, the position works closely with CDOT s executive team and leadership from other state and federal agencies, providing reports, data analysis, strategic communications, and reviewing and implementing planning products.

Furthermore, this position supports and serves as a resource for initiatives related to strategic growth and transportation safety, ensuring that the state s safety goals are met and continually advanced.
