Job Title: Harbor Light Administrator FLSA Status: Full Time - exempt Reports to: DMSS Director Schedule: FT/E, TBD Supervises: All Harbor Light Staff Start Date: TBD Rate of Pay: $77,000-$79,000/year Closing Date: 12/9/23 Benefits: Standard; Full-Time, Exempt employees are eligible for but not limited to the following: Health, vision, dental, life as well as voluntary life and disability insurance Sick leave benefit - 1 day per month, 12 sick days per year (accrual and availability begins at hire) Vacation benefit - 20 vacation days per year, accrued at the rate of .0769 hours for each hour worked (accrual begins at hire but may not be used until the completion of six months of employment) One floating day off for use (accrued immediately, and again annually, but may not be used until the completion of the initial three-month introductory period of employment) Pension Plan (after one year of continuous service) Voluntary Tax-Deferred Annuity Plan (403(b)plan) Function: The Harbor Light Administrator is responsible for the oversight of the Men's Relapse Prevention Program, Veteran's Transitional Housing Program and the development and implementation of a Prison Release Program. All programs are physically located at the Harbor Light Center. The administrator is responsible for the oversight of programming and facility operations, ensuring cohesion and support for all residents, staff, interns and volunteers. This position is responsible for administrative functions such as hiring, budget management, human resources, and facility management. This position is critical in uniting all staff from the milieu of services and creating and maintaining a positive healthy environment for both staff and resi Duties and Responsibilities: Key Result Areas: Program - Ensure programs are developed in such a way to meet all identified objectives and outcomes; ensure compliance of services in a recovery, re-entry, or transitional living program in adherence to state licensing, contracts, VA regulations and agency policy. Client - Provide leadership in the care and wellbeing of clients to the program Personnel - Facilitate the growth of program staff and provide quality human resources in hiring, termination, and professional performance. Inter-agency collaboration- Effectively works with multi-system community partners, including hospitals, Department of Corrections, mental health providers, Veterans service providers and detox centers. Professionalism - Demonstrate high professional leadership and ethical standards, and have an approach of being empathetic, respectful, and motivational. Primary Responsibilities: Center Leadership Oversee and inform continuity of services- identify needs, develop or revise and implement changes or new services; ensure customer service and high-quality customer experience; maintain high level of staff morale. Work with Program Managers and Supervisors to review, revise and implement facility and program policies & procedures. Regularly audit Harbor Light financials, personnel records, performance-based contract obligations and coordinate clinical record audits and other records or procedures to ensure adherence with licensing, funding requirements and that resources are used effectively and efficiently. Conduct scheduled program evaluations and adjust policies, procedures, program outcomes and objectives based on findings. Prepare annual budget and needed revisions for the center and present to headquarters leadership: maintain fiscal responsibility for the center. Monitor all admissions, assessments, and discharges according to policies and procedures. Ensure residency occupancy is maximized at all times, with a minimum 85% occupancy goal. Ensure facility alignment with The Salvation Army's National Social Service Standards. Lead the Harbor Light management team, facilitate weekly staff meetings and other meetings as needed. Participate in the Denver Metro Social Services Programs Leadership Team. Represent The Salvation Army and the Harbor Light program at community meetings as needed. Ensure accountability for the Reentry and Relapse Prevention Program Managers and Clinical Team in their provision of direct program services to residents of the Harbor Light Center. Present and gain approval (from DMSSD) of all curriculum and class topics for the program on an on-going basis, as developed by the Program Managers; develop schedules and robust programming for integration of clinical, reentry, life skills classes and groups. Be familiar with and enforce program rules, neighborhood agreements and funding contracts related to the program; address and document all facility related and escalated program grievances and incidents per protocol and in a timely manner. Work with Denver Metro Social Services Director and Divisional Grant Writer to prepare grant proposals, understand grant requirements and outcome reporting as well as maintaining accurate reporting to VA, Department of Corrections, and other eligible funding sources. Facilitate excellent communications and working relationships with the VA administration, Department of Corrections, other agencies, donors, and resources; provide community education about Harbor Light, re-entry, substance abuse, and co-occurring disorders. Maintain client confidentiality and high ethical and professional standards. Exemplify excellent communication skills (verbal and written) with team, clients and partners.
