Description of Job

About this Work Unit

This position is in the Highway Safety Office (HSO) within the Office of Transportation Safety (OTS). The OTS exists to enhance the safety of the traveling public in Colorado through coordinated, integrated management of the Highway Safety Education and Enforcement Programs, Employee Occupational Safety and Risk Management Program. A key purpose of the HSO is to foster partnerships with the CDOT Regions, federal and state agencies, local governments and the private sector to ensure the overall safety and mobility of the general public. The HSO develops goals, objectives and performance measures for the statewide highway safety program; develops the annual Highway Safety Plan, develops the annual Problem Identification Report; provides policy guidance, interagency negotiations, project and grant management, and training. Technical expertise is provided in overall highway safety issues.

About this Position

The position is responsible for providing expertise to the HSO management team in the development and delivery of goals, objectives and implementation strategies for programs and projects which provide comprehensive solutions to highway safety problems. This includes serving as the subject matter expert for various grant programs including older driver, child passenger safety and occupant protection programs. This position manages all aspects of program coordination, and the programmatic and financial functions of these grants within the HSO . These responsibilities are performed in accordance with standards of the National Highway Traffic Safety Administration (NHTSA) and the State of Colorado.

Major duties and responsibilities include, but are not limited to:

  • Performs planning and program development by managing the older driver, child passenger safety, occupant protection and preventing roadside deaths projects and programs within the State of Colorado.

  • Assists in the establishment of goals and objectives and development and execution of programs to ensure that performance measures are achieved and correspond with established countermeasures.

  • Develops the program activities and project tasks and assists in defining budget requests to achieve program objectives.

  • Assists with grant compliance related to 2 CFR 200, updating grant management manuals based on updated regulations and certifications/assurances.

  • Performs grant administration and management by reviewing applications, contract preparation, contract and budget negotiation, pre-work conferences, monitoring visits, review of monthly, quarterly, and final reports for contract compliance, adherence to performance objectives, and measurement of project impact to overall program performance measures.

  • Reviews and approves payment of claims for reimbursement of work and materials.

  • Assesses project progress in comparison to project expenditures, analysis and approval of fiscal tracking process, approval/disapproval of dollar movements between budget line items, periodic evaluation of overall project direction and rate of progress.

  • Performs systematic files reviews during the year to ensure that contract files are compliant with prescribed file requirements. Coordinates the file retention and final file disposition.

  • Provides support to older driver, child passenger safety, occupant protection and preventing roadside deaths programs in overseeing contract execution and activities as assigned.

  • Establishes and maintains relationships with local, state, federal and national organizations and associations, and community groups.

  • Serves as the point of contact and subject matter expert for all older driver, child passenger safety, occupant protection and preventing roadside deaths programs throughout the State. These programs have been identified as mission critical, on-going projects by the OTS and NHTSA.

  • Provides expertise in the field of driver laws, driving behavior and traffic records including but not limited to education, enforcement and other countermeasures and laws. This knowledge is critical to the agency’s goal and mission of reducing driver related injuries and fatalities in the State.

  • Other job duties as assigned.

    Work Environment:

  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, with opportunity for a flexible schedule

  • Opportunity to work from home 2-3 days a week

  • Approximately 25% spent in the field, 75% spent in the office

  • Travel required statewide to perform site visits

  • Out of state travel is required to attend conferences and training

  • Occasional overnight travel 1-3 times a year throughout Colorado

Experience Only:

  • At least 7 years of full-time professional experience in public health, sociology, psychology, criminal justice, social work, public administration, or other work related to the major duties of this position, which included:

  • At least 3 years of experience with a primary focus on project or program planning that included implementation, community engagement, partnership engagement, coalition building, technical assistance, and/or grants management

    OR

    Education and Experience:

  • A combination of relevant education and experience equal to at least 6 years.

  • Education from an accredited college or university with coursework in public health, sociology, psychology, criminal justice, social work, public administration, or another field of study related to the duties of this position will be considered.

  • Full-time professional experience experience with a primary focus on project or program planning that included implementation, community engagement, partnership engagement, coalition building, technical assistance, and/or grants management will be considered.

  • Ability and willingness to address the needs of diverse stakeholders and understand and respond in a culturally responsive way.

  • Skilled in building consensus among a diverse group of stakeholders.

  • Ability to work under tight deadlines and be adaptable to changing assignments.

  • Demonstrated ability to present information accurately, effectively, and concisely, both verbally and in writing.

  • Fluency in Microsoft Office (Word, Excel, PowerPoint, Project), Gmail and Google Applications, SAP and the ability to quickly learn other software systems.
