Environmental Protection Agency Data Scientist in Denver, Colorado
Summary This position is in Region 8, Superfund and Emergency Management Division, Superfund Planning and Analysis Branch, Strategic Planning Section. About Region 8. This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Serve as subject matter expert (SME) for records, information, and data management and provide administrative and technical oversight of the integration of in-depth data science knowledge into data analytics and visualization tools that will be utilized to support the program in decision-making, tracking, and reporting. Analyze current and future programmatic trends, changes, and relationships, and recommend actions, when necessary, to ensure program goals, targets, and accomplishments are met. Lead and develop pilots and prototypes to address mission data needs. Serve as a Contracting Officer’s Representative (COR). Provide mentorship, guidance, and technical training to junior staff. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. This position is designated as Moderate Risk and requires a background investigation. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service. In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-13 level, you need to have at least one year full time experience equivalent to the GS-12 defined as expert experience in the field of data analytics, ability to create dashboards and process automations and ability to manage and work with large data sets. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Skill in applying professional knowledge of mathematics, statistics, and/or computer science. Knowledge of records management concepts, practices, policies, and procedures. Skill in Technical and analytical writing. Knowledge of project management principles, methods, and practices. Skill in using the principles, practices, and methods of the analysis of data and detailed knowledge of project elements. Knowledge of concepts, theories, designs and interactions of database systems. Skill in applying analytical and evaluative techniques to identify, analyze, and resolve a range of problems. Knowledge of standards and requirements for competition to prepare statements of work and justifications. Knowledge of administration and post-award procedures to monitor performance, pay invoices, and advise Contracting Officer on the contractor’s performance. knowledge of assigned organization’s mission, functions, goals, objectives, and work processes sufficient to relate planning and accomplishments reporting. Skill in oral communication skills sufficient to present data and findings and to provide technical advice. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Data Scientist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in mathematics, statistics, computer science, data science, or field directly related to the position; OR a combination of education and experience with courses equivalent to a major field of study (30 semester hours), as listed.
