POSITION SUMMARY:

Under minimal supervision, the Custodial Program Manager oversees and manages facility support services to include facilities/maintenance/custodial operations to the highest standards and quality throughout a large public or private facility or campus such as airports, universities, hospitals, and LEED facilities and complexes. Employees in this job class develop and manage their respective budgets, set goals and objectives for facilities support services and staff, interface with customers, organize and assign work, establish processes and procedures, ensure that safety and quality programs are followed, and make decisions for building repairs and maintenance. This job class requires comprehensive knowledge of effective management techniques, contracting, safety/environmental/ security protocols, facilities and custodial operations in LEED facilities and healthcare environments, ability to organize, budget, and manage multiple projects, working with developmentally disabled and/or physically challenged adults, and basic knowledge of building codes, electrical, heating and air conditioning (HVAC), plumbing, and carpentry.

TYPICAL DUTIES:

    • Oversees the daily activities related to facility support services/operations in an airport, university, LEED campus, or healthcare environment including resource allocation, recruitment, selection, training and development, performance evaluation, motivation, counseling, conflict management, discipline, discharge, and workers’ compensation.
    • Coordinates, directs, and manages custodial/environmental services supervisors and staff in performing a variety of cleaning and maintenance duties to ensure facilities remain operational, clean, sanitized, and free of safety hazards. Ensures services provided are cost effective and within the terms of contracts and maintains records of all work performed.
    • Coordinates, directs, and manages the timely and effective delivery of maintenance and repair services for building, structures, electrical systems, utility systems, and HVAC systems.
    • Develops, schedules, prioritizes, and assigns tasks and work schedules, and ensures adherence to procedures, regulations and guidelines while minimizing errors and safety risks. Ensures mission ratio compliance through direct coordination with Case Managers and operations team.
    • Supervises employees; ensures a competent, motivated team through hiring, training, development, counseling and reviewing the performance of employees.
    • Ensures all employees follow all facility safety and security policies and procedures and maintain security of critical/sensitive items at all times.
    • Oversees department and contract budgets, and supply and equipment purchasing.
    • Acquires and maintains all supplies required to perform cleaning and or operational duties. Ensure supplies are available to the employees in order for them to complete their assigned tasks.
    • Maintains professional relationship with customers, assuring services are being performed in accordance with contract, and resolving any problems with services. Regularly meets with customer representatives to ensure continuing communication and customer satisfaction.
    • Conducts and participates in regular staff, leadership, committee, and offsite meetings. Prepares agendas, rosters, and presentation materials for various meetings.
    • Prepares and submits a variety of reoccurring reports, business correspondence, agendas, presentation materials, and certificates.

MINIMUM QUALIFICATIONS:

  • Five or more years of experience in building/facility maintenance, operations, healthcare, and custodial operations or combination of, including at least three years in a supervisory position and or increasingly responsibility;

  • Three years of more of business management experience including profit and loss responsibility and budgeting;

  • PMP certified through PMI, CFM certified through IFMA, RBSM certified through BSCAI, CEH certified through IEHA, or CHESP certified through AHE; preferred;

  • Knowledge of planning, purchasing, and project management;

  • Knowledge of specialized departmental equipment including those used in the trades of electrical, plumbing, HVAC, and general carpentry;

  • Exceptional customer service skills;

  • Experience working with adults with developmental disabilities and/or physical challenges, preferred;

  • Supervisory skills to hire qualified employees, provide for their professional development, administer performance management and disciplinary processes effectively, and address employee relations appropriately;

  • Ability to effectively supervise and develop assigned team to meet production/service goals while adhering to safety policies and rules;

  • Ability to communicate effectively both orally and in writing; to make presentations and respond to inquiries by senior management, customers and/or employees;

  • Demonstrated leadership, organizational, reasoning, problem solving and analytical skills;

  • Human relation skills to build effective relationships with team, customers and public;

  • Advanced computer literacy including knowledge of word processing, spreadsheet, database and presentation software;

  • Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation;

  • Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations;

  • Ability to establish priorities and solve a wide range of business, operational and strategic management problems;

  • Flexibility to respond to changing work priorities and handle numerous projects at the same time.

EDUCATION REQUIREMENTS:

A comparable combination of formal education and work experience will be considered.

PHYSICAL REQUIREMENTS:

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:

• Viewing computer screen/monitor

• Utilizing keyboard

• Answering phone/making calls

• Maneuvering in and around the worksite

• Standing and walking

• Bending, kneeling, squatting and stooping

WORK ENVIRONMENT:

Some of the work is performed in a normal office environment with limited privacy and some exposure to background noise. Employees may be exposed to toxic chemicals, noise from equipment in a maintenance environment and depending on indoor or outdoor conditions, exposure to cold and heat. Occasionally employee may work in semi hazardous areas. Travel to other worksites is required for some positions. Employees may be required to work in excess of 8 hours in a day and/or 40 hours per week. Employees may be required to work in excess of 8 hours in a day and/or 40 hours per week.
