The purpose of this work unit is to execute the limited licensing draws, oversee the issuing and accounting for approximately two million hunting and fishing license sales for Colorado Parks and Wildlife (CPW) through draw processes and license agents located throughout the state. This unit is also responsible for the issuing of special licenses, the review, hearing and execution of license suspension hearings as mandated by Statute and Parks and Wildlife Commission regulations, oversees the statewide campground reservation, pass distribution systems and CPW Call Center.

Description of Job

This position administers the various CPW disability programs related to outdoor recreation. This includes applying statutes, rules, policies and regulations and the analysis of complex medical documentation to determine eligibility. If eligible, this position issues purchase authorizations to customer accounts and sends out appropriate agency correspondence so that customers understand the accommodations or privileges being granted.

This position is also the division’s administrator for issuing fishing facility and mobility impaired licenses. Digital archives are kept current on all approved and incomplete applications.

This position also assists the License, Reservation and Customer Operations section by helping on the Agent Line, customer service chat, and is a back up to helping customers at the office front counter.

Specific duties include, but are not limited to:

Disability Programs Coordinator

Administer, manage and implement CPW’s Disability Programs that involve various licensing, passes, and permits. Applies and interprets statute, regulations, rules, and policies and conducts a thorough analysis of documentation from various agencies such as workers' compensation, medical providers, veterans’ administration, fire and police pension, etc., in order to approve and provide for specific outdoor recreation passes/licenses/permits as applicable.

This position establishes through a detailed evaluation, approval of unique licenses and passes. Statutes and regulations for these various programs are complex with many variables that are analyzed on a case-by-case basis. This position also recommends policy, rule or regulation to supervisor and leadership, and participates in drafting changes in addition to making program decisions within each area of the outdoor recreation disability programs.

Special Requirement Licenses or Permits

This position develops, updates, changes process and procedures for each disability program based on criteria and information required to make decisions concerning approval of license and pass requests, as well as manages an online CPW disability program.

Other Programs and Section Support

This position is the administrator for approving and issuing fishing facility licenses and mobility impaired licenses which has its own set of criteria and coordination.

This position provides section support by helping on the Agent Line, customer service chat, on-call and extended hour shifts and is a back up to helping customers at the office front counter.

Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

Four (4) years of relevant experience in program administration, natural resource management, supervision, or as a medical professional or paralegal or an occupation related to the work assigned to this position.

OR

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to four (4) years.

Substitutions

  • Appropriate education in Biology, Environmental Studies, Natural Resource Management, Business Administration, Law or other field of study related to the duties of this position may substitute for the required experience on a year-for-year basis.

Preferred Qualifications

  • Current or former State experience relevant to this position.

  • Demonstrated experience working with government agencies on administrative programs.

  • High level of written and oral communications.

  • Wildlife, State parks or other outdoor recreation experience.

  • Experience in customer service..

  • High proficiency interpreting and explaining rules/regulations.

  • Experience reviewing and interpreting medical and/or legal documents.

  • Experience using electronic licensing system(s).

    Conditions of Employment

  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
