Federal Aviation Administration Aviation Safety Inspector (OPS) (Aircrew Program Manager (APM) in Denver, Colorado

Summary The Aircrew Program Manager (APM) is responsible for the adequacy of aircrew ground and flight training/testing and standards for specific aircraft of an assigned air carrier. Work is performed under the general supervision of the Principal Operations Inspector (POI). Manages programs on assigned aircraft including designated examiners and/or Aircrew Program Designees (APD). Responsibilities Develops a work program to insure periodic surveillance of designated pilot and flight engineer examiners, pilot and flight engineer check airmen, and company training programs. Assures the assigned air carrier conducts flight crew training and testing required by appropriate FARs, FAA-approved training programs, and current testing standards. Oversees company check airmen and APDs. Serves as the technical advisor to the POI on assigned areas of the company's training and testing programs. Coordinates technical instructions, policy orders, and procedures through the POI to assure uniformity of training and testing activities. Conducts enforcement investigations and prepares final reports and recommendations on disposition. Performs or assists in the emergency suspension of airmen certificates. Conducts re-examination of certificated airmen. Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives depositions. Coordinates with geographic inspectors for the accomplishment of nonroutine air carrier surveillance. Recommends the designation of APD's and pilot examiners. Responsible for the conduct of ATP flight tests, additional type ratings, PIC and SIC proficiency tests, SIC initial qualification tests, and Line Oriented Flight Training (LOFT). Assures standardization of check airmen and designated examiners and recommends to the POI any changes which are considered necessary. Monitors assigned areas of the flight crew training program and associated records to ensure compliance with pertinent FAR's, national and regional directives, and safe operating practices. Monitors assigned air carrier ground and flight training. Attends certificate holder's company and safety meetings. Evaluates training programs to ensure that they meet the requirements of the Federal Aviation Regulations. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices; and/or improve the specificity of instruction. May be assigned other duties and responsibilities which are non-grade controlling. The incumbent will be required to participate in the flight program as an aircrew member and, as such, must meet the medical and flight currency requirements as set forth in agency orders governing the operation of aircraft. The inspector, when so directed, is required to keep an appropriate control point informed as to his/her whereabouts and the telephone number at which he/she can be reached in the event of an aviation incident/accident requiring FAA investigation. Requirements Conditions of Employment We are not accepting applications from noncitizens. Qualifications SELECTIVE FACTOR: MUST POSSESS AN AIRLINE TRANSPORT PILOT'S LICENSE. Medical Requirements: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements: A. Have a good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain.; B. Have the ability to hear the conversational voice (hearing aid permitted); C. Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft. NOTE: A valid medical certificate is not required. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience, to include completed On the Job Training (OJT) in Operations, equivalent to FG/GS-13 and/or FV-I level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. The specialized experience must include the following requirements for Air Carrier Operations: A. At least 1 year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight; B. Not more than 2 flying accidents during the last 5 years in which the applicant's pilot error was involved; C. Professional flying skill as demonstrated in a simulator check to Airline Transport Pilot Standard. D. Minimum 100 flight hours during the last 3 years; E. Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating; and F. Minimum 1,500 total flight hours. NOTE: Recency of specialized experience is waived for current FAA employees in the 1825 series.
