Responsibilities You will serve as a Business Analyst in the Intelligence and Cyber Technology Division, Intelligence Systems Branch (Code DN41) of the Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (NSWCDD DNA). You will process Funding Acceptance in Integrated Budget Planning and Execution System (IBPES) ensuring Funding Accepted is aligned to correct Enterprise Resource Planning (ERP) Program Structure. You will serve as the primary focal point and action officer in support of the DN41 Program Director and Project Manager in business and financial areas. You will support monthly financial reports for both internal and external sponsors. You will provide the business and financial interface with the Program Business Manager for all Program related items. You will provide overall financial guidance and support in proper usage of funding appropriation for execution and procurement actions. You will monitor and analyze program budgets, expenditures, and overall financial health in support of mediation of potential funding risks. You will provide accurate financial status reports as required in support of financial management duties for distribution to the Program Director, Program Director, and Project Manager. You will be accountable for ERP Structure Maintenance and set up, to include verification of data Integrity. You will be accountable for ERP Network Activity (NWA) creation and maintenance. You will assist Technical Department with initiating and creating IBPES procurement and contract actions for assigned projects. You will be responsible for entry communication with Project Technical Leads and Project Managers. You will review and complete Labor Cost Transfers (LCT) for Undistributed Labor (UDL) and Overhead Suspense Errors. You will be accountable for IPBES Planning and Execution to include structure and allocation entries and assigning NWAs to the incoming funding document for execution. You will monitor and assign Project Cost of Direct Support (CODS) Network Activities. You will be accountable for accrual request for Reimbursable funds on Contract (ROCON) collaboration with Program Managers. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to analyze and measure an organization's financial data. Examples of qualifying experience may include (1) basic knowledge of the Navy acquisition and Navy Working Capital Fund budget processes including the proper use of funding appropriations and government accounting principles and tools; (2) basic knowledge of Enterprise Data Warehouse (EDW) and Integrated Budget Planning and Execution System (IBPES); (3) ability to maintain current knowledge of Financial Compliance Regulations. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR An LL.M., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. This announcement uses the Naval Sea Systems Command (NAVSEA) Science and Technology Reinvention Laboratory (STRL) Direct Hire Authority for Direct Support to recruit and appoint qualified candidates to certain positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
