Program Management Director A core principle of Change Management strategy is stakeholder engagement. Stakeholders are intended to provide functional and domain specific expertise to de-risk the execution of Change. To operationalize this principal, the Change Delivery function employs a layered approach based on the scale and scope of a change, all intended to drive successful enterprise coordination, delivery and execution. 1. Change Events -- managed by the Change Delivery Managers (and the Change Management Leads). Responsible for all Business and Process Changes owned within one Business Council (LOB). Can coordinate cross-functional impacts / dependencies with other Business Councils if less complex in nature. Examples include: New Procedure, Customer Login Button, etc... 2. Projects -- managed by the Program Management Director (and the Project Managers). Responsible for complex change that is driven by an owning Business Council (LOB) with material impacts across other Business Councils. Project managers seek approvals for design and delivery of the change and sequence the work performed across various Change Delivery Managers / Business Councils. Example: Rolling out a new regulation. 3. Programs -- managed by the Program Management Director (and the Program Managers). Responsible for biggest and most complex technical or business initiatives across multiple Business Councils (LOBs). These do not align to any one Business Council and have a customized group of stakeholders. Many projects will make up the Program. Program Managers orchestrate to ensure the design and delivery of the change is completed and sequence the work performed across various Project Managers and Change Delivery Managers/Business Councils. Example: Work managed by the RPO/Remediation. The Program Management Director is responsible for all aspects of the Project and Program Management. Responsibilities include Project and Program communications and portfolio oversight, process adherence monitoring and end-to-end orchestration ensuring Project and Programs highly coordinated to achieve intended business outcomes. This role partners directly with the Change Delivery organization and a senior slate of cross-functional stakeholders to oversee the execution of large enterprise efforts. The Program Director will direct, plan, organize, coordinate, and monitor complex and/or large-scale cross-functional department and enterprise-level efforts consisting of portfolios of business process and/or technology changes. This role will lead a group of Project and Program Managers who will be assigned across various efforts and may also manage a small inventory of critical / high priority Programs directly. Position Responsibilities Strategy: * Partner with Director Change Delivery to establish project and program delivery and team-based performance metrics to drive performance against proven best practices. Continuously transform the organization to elevate capabilities and drive efficient delivery of work efforts. * Develop and lead robust Program communications strategy as key vehicle for stakeholder engagement and overall Program portfolio health. * Directly influence senior level stakeholders on current project and program management principles and processes to deliver coordinated business outcomes. * Adequately maintain workforce planning and capacity management forecasts associated with program and project delivery. * Proactively identify and mitigate end-to-end Program and Project risk through process adherence and oversight of key tollgates, controls, and artifacts. * Partner cross-functionally with stakeholders to provide strategic and tactical thought partnership to effectively drive program operating success. Delivery, Planning and Execution: * Aggregate portfolio insights for investment planning, workforce and capacity management and roadmap dependencies / sequencing. * Conduct project and program portfolio reviews to maintain Program level health. Establish and maintain effective project and portfolio level governance to ensure delivery is executed in a controlled manner and risks are proactively managed. * Establish and or enhance enterprise practices where appropriate to mature and drive consistent and efficient execution. * Establish and publish team and product/platform metrics that reflect effectiveness and optimize performance through continuous improvement. * Serve as the primary point of escalation and lead all efforts towards the "path to green" as needed. * Conduct regular Project and Program health assessments, set and oversee targeted actionable improvement plans. * Working with the Change Management Program Office Director, continuously improve project and program management processes, artifacts, and methodologies to enhance efficiency and effectiveness in alignment with ECPMO standards. * Develop and manage program budgets, tracking resourcing and investments ensuring financial goals are met. Communication and Management: * Establish consistent and robust standards for Project and Program level communications. * Oversee the project and program portfolios, ensuring efforts are aligned with business priorities and delivered on time and within budget. * Central point of communication with senior stakeholders maintaining engagement and fostering key decision points. * Build relationships and collaborate with key stakeholders to ensure delivery of commitments. * Highly coordinate with ECPMO executive leadership and ECPMO Change Delivery on Program status and delivery strategy. Leadership and People Management: * Assign workload reflecting the team members skill set and experience with an eye toward cross training, development, and timely and quality task completion. * Lead, coach and manage team members; develop team to consistently deliver programs and the related systems with quality, on time and within budget. * Manage personnel processes for employees, including selection, training, performance management, compensation, disciplinary actions, talent management, development, and retention. * Lead the team's efforts related to diversity and inclusion.
