Summary You will serve as the RAPIDs Team Lead in the Department Business Office; Integrated Combat Systems Department of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. Responsibilities You will serve as an analyst and advisor to management on the evaluation of the effectiveness of V Department's acquisitions strategies. You will prepare acquisition packages, track procurements, prepare large contract packages, and other acquisition related support. You will develop and oversee overarching acquisition strategies/plans for the department. You will lead technical evaluation in the preparation of procurement packages, review proposals and oral presentations, and prepare corresponding contract documents. You will provide expert guidance to managers, supervisors, peers, and sponsors on the contractual aspects that are required in order to achieve desired technical outcomes. You will provide independent oversight of contractor performance and contract execution to ensure technical and financial compliance with contract terms and conditions. You will provide contract status reports, maintain contractor performance documentation and notify the Contracting Officer of any performance issues and corrective actions. You will conduct invoice substantiation, monitor contract deliverables, and submit an annual assessment in the Contractor Performance Assessment Reporting System (CPARS). You will fulfill a leadership role by managing and executing the overall V Department contracting strategy for both services and materials support. You will conduct meetings across other departments as needed to ensure the Department's technical mission is supported by the appropriate contracts. You will serve as the Wide Area WorkFlow (WAWF) acceptor for all V Department packages. You will maintain training documents and the SharePoint site for technical members to use. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting evaluative analysis to identify trends and recommend improvements for acquisition plans and processes. Education Additional Information The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $153,354).
