Naval Sea Systems Command SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in Crane, Indiana
Summary You will serve as a Supervisory Administrative/Technical Specialist in the Division Operations Branch (WXML) of the Maritime Electronic Warfare Systems Division (WXM) of the Spectrum Warfare Dept (WX) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. Responsibilities You will serve as the Division Operations Branch Manager and will be responsible for Maritime Electromagnetic Warfare Systems Division level administrative, business, personnel, processes and systems. You will lead/manage special projects and have responsibility over the specific duties and functions to include providing leadership and management of government personnel. You will serve as supervisor and develop budgets, plan workload, establish staffing requirements, assign and monitor execution of division tasks. You will develop and mentor lower-level personnel, conduct performance reviews, and report progress and status to customers, project managers, Division manager, and stakeholders. You will coordinate Workload forecasting requirements to establish Division Hiring Plan in accordance with higher level workforce shaping and make-buy guidance. You will Manage Facilities to include forecast requirements, coordination of renovations, and establishment of Division Facilities Planning. You will serve as the Division representative on Department level teams such as facilities, communications, continuous improvement initiatives You will manage Division wide compliance for the areas of Quality/ISO Compliance, Safety and Security, HAZMAT, Metrology (calibration), Operating Material and Supplies (OMS), Property Management and Records Retention. You will coordinate personnel administration to include awards and other employee actions. You will coordinate and lead development of IT infrastructure and systems. You will ensure fulfillment of RTA and COR roles for Division SEAPORT and Business Operations related contracting actions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing business program operations (e.g. managing budgets, planning workload, estimating resources) to assess and develop business or administrative processes and procedures to improve organizational effectiveness and efficiency.
