Job Description:

POSITION SUMMARY

Provide technical and administrative support for Employee Relations functions, Colowyo and Craig Station. Manage all Employee Relations records, including workers’ compensation, Department of Transportation (DOT), Bargaining Unit reports and other department records. Assist with workers compensation, DOT as well as equal employment opportunity compliance and affirmative action planning, meeting Tri-State’s employment reporting requirements. Responsible for answering non-routine correspondence and assembling highly confidential and sensitive information. Deal with a diverse group of external callers as well as internal contact at all levels of the organization.

Employee Relations Support Specialist

Hiring Hourly Wage: $34.17 to $42.20

Actual compensation offer to candidate may vary outside of the posted hiring range based upon work experience, education, and/or skill level.

Responsibilities:

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Colowyo and Craig Station Support

  • Assist with recruitment for Colowyo and Craig Station employee, including scheduling interviews, candidate correspondence, completing background checks and reference calls, preparing orientation materials and processing new hire paperwork

  • Provide employee support for various HR and ER duties, including step increases, recording keeping, employee correspondence, assistance with payroll issues, and leave administration

  • Prepare monthly staffing and overtime reports for management teams

  • Provide assistance with Oracle Cloud tasks, including talent management

Compliance

  • Compile data and prepare reports for legal compliance, such as internal and external investigations, Equal Employment Opportunity (EEO), Veterans, Disabled, and Affirmative Action.

  • Support the Americans with Disabilities Act Amendments Act (ADAAA) and reasonable accommodation process including recordkeeping and reporting.

  • Support compliance with Tri-State’s Fitness for Duty Program and DOT Commercial Driver’s License (CDL) drug/alcohol testing programs in accordance with DOT regulations and Tri-State policies.

  • Assist with the Fitness for Duty Program, including compliance, training, testing, and re-entry.

  • Maintain high standards of confidentiality of all employee records and information.

Worker’s Compensation

  • Assist with documentation related to worker’s compensations claims, including “report only”, with:

  • First Reports of Injury,

  • Calculate average weekly wages; and

  • Report injury to third party administrator within time limits required by State Law.

  • Assist workers’ compensation billing and reconciliation and coordinate on a regular basis with third party administrator.

  • Support worker’s compensation administration and record keeping, to ensure regulatory compliance.

  • Provide supervisors, medical professionals, and Safety Department with proper documentation and tools to support their duties.

  • Support the safety department with forms, posters, and trainings on safe workplace, accidents, and workplace injuries.

Bargaining Unit and Recruitment

  • Provide support for the employee and labor relations functions, including but not limited to:

  • Maintaining, updating and running weekly and monthly bargaining unit reports.

  • Supporting labor agreement negotiation, grievance administration, arbitration support, as needed

  • Organizing, maintaining, and indexing the Employee and Labor Relations documents, files, records, issue statements, advice memoranda, and shared network drives. Preparing and distributing reports as required.

  • Ensuring supervisors provide adequate follow-up for employees in the performance management process (probationary/introductory period extensions, disciplines, etc.).

  • Providing tools and input for documentation to supervision for the maintenance of employee working files.

  • Assist with the job bid process, including posting, job award memos and training requirements.

Record Keeping

  • Track Employee Relations Policies, Programs, and Procedures to ensure that they are reviewed on a regular basis and updated as needed.

  • Administer document control and retention in accordance with Tri-State policies and legal requirements. Ensure that appropriate documents are stored in Tri-State’s vital records system.

  • Maintain and update the Employee Relations page on Tri-State’s Intranet. Ensure that supervisors have access to tools and advice that support their job functions.

  • Respond to unemployment claims.

OTHER DUTIES/RESPONSIBILITIES

  • Support the responsibility for ensuring that contractors, vendors, and other visitors are compliant with business and relational expectations of the organization.

  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.

  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

  • Perform other related duties as assigned.

Qualifications:

REQUIRED JOB QUALIFICATIONS

Education and Training

  • Associate or bachelor’s Degree preferred, or equivalent combination of education and experience

Knowledge, Skills, and Ability:

  • Excellent written and verbal communication, critical thinking and problem-solving skills.

  • Working knowledge of local, state, and federal laws and regulations pertaining to human resources and labor relations.

Experience:

  • Minimum of three (3) years of experience in a professional setting.
