Position Title: Township Manager

Location: Covington Township, PA

Reports To: Township Board of Supervisors

Position Overview: The Township Manager is the chief administrative officer of Covington Township, responsible for the efficient administration of all township affairs. This position oversees the daily operations of the township, implements policies set by the Board of Supervisors, manages township staff, and ensures the provision of quality services to the residents.

Key Responsibilities:

  1. Administrative Leadership:

    • Implement policies and directives set forth by the Township Board of Supervisors.
    • Oversee the daily operations of township departments and services.
    • Ensure compliance with local, state, and federal regulations and laws.
  2. Financial Management:

    • Develop and manage the township's annual budget in collaboration with the Treasurer, Board, and department heads.
    • Monitor and control expenditures to stay within budgetary constraints.
    • Seek out grants and other funding opportunities to support township projects and services.
  3. Staff Supervision:

    • Recruit, hire, and supervise township employees.
    • Conduct performance evaluations and provide ongoing training and professional development opportunities.
    • Foster a positive and productive work environment.
  4. Community Relations:

    • Serve as the primary point of contact between the township government and the community.
    • Attend public meetings, including Board of Supervisors meetings, and present reports on township activities and issues.
    • Address and resolve citizen complaints and concerns in a timely and effective manner.
  5. Planning and Development:

    • Oversee long-term planning and development initiatives to ensure sustainable growth.
    • Work with various stakeholders, including businesses, community groups, and other governmental agencies.
    • Ensure that township infrastructure and services meet the needs of the community.
  6. Policy and Procedure Development:

    • Develop and implement policies and procedures to improve efficiency and service delivery.
    • Ensure that all township operations are transparent, ethical, and accountable.
  7. Emergency Management:

    • Develop and implement emergency preparedness plans.
    • Coordinate response efforts during emergencies and disasters.

Qualifications:

  • Education: Bachelor's degree in Public Administration, Business Administration, or a related field (Master's degree preferred).
  • Experience: Minimum of 5 years of progressively responsible experience in municipal management or a related field.
  • Skills:
    • Strong leadership and organizational skills.
    • Excellent communication and interpersonal abilities.
    • Proficiency in financial management and budgeting.
    • Ability to analyze complex issues and develop effective solutions.
    • Knowledge of local government operations and procedures.

Working Conditions:
