Job Summary

This recruitment will be used to fill one full-time Property Specialist 3: Receiving position for Procurement, Contracts and Materials Management ( PCMM ) at Oregon State University ( OSU ).

The Property Specialist 3 provides warehouse support and assist with public, department and agency surplus sales including receiving, pricing, storing and tracking surplus property for the department. This position focuses on and provides oversight for receiving in Surplus property. Property Specialist 3 position receives and inventories surplus property, including but not limited to:

  • Completing paperwork

  • Working with university customers and external customers

  • Entering inventory information into the Surplus Property Management System database

  • Identifying/tagging inventory items

Other responsibilities include pricing inventory through estimating resale value and comparable price research, warehousing, inventory management, merchandising, and other means of disposition, i.e. recycling or waste.

This position directly leads a team of student employees to perform receiving, transportation and warehousing tasks.

Procurement, Contracts and Materials Management ( PCMM ) directly advances the university’s goals of sustaining an environment that ensures accountability and stewardship in the strategic and conscious use of resources.

The Procurement and Contract Services Offices, and the Construction Contract Administration Office, assist, advise, and provide oversight to OSU Colleges, Units, and Financial Strategic Services in meeting their procurement and contracting needs. Materials Management includes Campus Recycling and Surplus Property and supports university operations locally and around the world. The Administration and Diversity Office supports the department’s supplier diversity program and administrative functions.

Key Responsibilities

60% INVENTORY MANAGEMENT

  • Receives, processes and prepares incoming surplus property items for sale. Merchandise and assess the product turnover to optimize space and sales volume. Prepare the Yard and sales floor for twice weekly sales, and occasional special sales. Assists with delivery, receipt, loading and unloading of all surplus materials in the warehouse. Drives University vehicles to pick-up surplus on campus and deliver campus department purchases.

  • Collaboratively work with agencies and campus departments to effectively manage the surplus items for sale. Find comparable prices and research the value of similar items for pricing.

  • Assist in sales to campus departments, agencies and the public. Provide positive customer service and encourage the reuse on Campus.

  • Collaboratively work with Surplus Property IT team on sale of computer equipment. Ensure the equipment is sold in a timely manner and/or recycled according to the State of Oregon E-cycle requirements. Ensure University is in compliance with electronic “scrubbing” guidelines to reduce risk of identity theft when equipment is sold and meets the State of Oregon data security requirements.

10% Lead Work

  • Ensure that student employees are properly and adequately trained and following policies and procedures in receiving area. Delegate and assign tasks to support the Surplus receiving and warehouse management. Track student training and work with scheduler to ensure students are scheduled with adequate hours to complete all training and tasks.

10% COMPUTER SUPPORT

  • Take inventory according to the established schedule to include running inventory worksheets at designated times. Process and respond to daily email, assist with word processing documents and other computer work as needed.

  • Assist in creating procedural changes and forms for inventory process, as needed.

10% GENERAL MAINTENANCE AND SAFETY

  • Participate in keeping loading dock and storerooms orderly, safe, and secure. This nay include charging of forklift, securing vehicles at end of shift, and informing manager of safety needs for the warehouse.

10% OTHER DUTIES

  • Assist in special events or projects as assigned. Participates in unit staff meetings and departmental meetings. Special projects as assigned by Materials Manager.

  • Foster a collaborative and inclusive work environment for staff and students.

What We Require

Experience performing stores and inventory work; AND Training or experience providing knowledge of inventory control systems, and transportation agencies and shipping methods.

  • Currently possess or have ability to obtain forklift certification within 3 months of hire date.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

What We Would Like You to Have

  • Previous experience with understanding and supporting sustainability in higher education or a public agency.

  • Basic knowledge of computer operating systems., i.e. Microsoft and Apple.

Working Conditions / Work Schedule

This position primarily works in a warehouse environment with varying, sometimes extreme temperatures and/or weather. The warehouse environment can be noisy, with equipment, material movement and staff conversations. Hours may include evenings and weekends, as needed. Ability to lift, carry, push, and pull objects weighing 50 lbs. and be forklift trained and certified.

The Materials Management fleet consists of pickup trucks, forklifts, box trucks and specialized vehicles for the movement of recycled and surplus materials. This position would be expected to be proficient in driving all fleet vehicles to support daily operations, when needed.
