This recruitment will be used to fill one full-time Fiscal Coordinator 2: Grant Financial Analyst position for the Office for Sponsored Research and Award Administration at Oregon State University ( OSU ).

The Office for Sponsored Research and Award Administration ( OSRAA ) resides within the Division of Research and Innovation. Its mission is to provide research administration leadership for all colleges, units, and research centers, achieved through full sponsored project lifecycle support for proposal submission, award negotiation and acceptance, research costing and analysis, award management, financial management and the closeout of awards that support the research goals of Oregon State University’s strategic plan:Prosperity Widely Shared (https://leadership.oregonstate.edu/provost/strategic-plan) .

The Grant Financial Analyst is responsible for providing general or specialized post award support for grants and contracts portfolios which includes analysis, planning, interpreting, and review of sponsored project operations involving a combination of disciplines. This position has delegated signature authority to review and approve invoices, financial reports/statements, and other documents to fulfill the responsibilities related to the fiscal management of sponsored grants and contracts. This position provides OSU stakeholders, such as faculty, financial strategic services staff, and college/administrative/other units with recommendations on financial, administrative, and fiscal policy issues arising during the set-up, administration, and closeout of sponsored projects. The Grant Financial Analyst serves as a liaison to the sponsor and partners with financial strategic services, faculty, and other University personnel in the fiscal management of grants and contracts. This position manages project tasks and makes improvements to enhance Post Award processes.

This position is dedicated to multiple financial activities including financial analysis and reporting, engaging with external sponsors on post award actions, ensuring all financial, administrative and system requirements are completed for project closeout – including preparation of financial deliverables for sponsored projects, and informing and recommending solutions related to sponsored project fiscal matters. This position will engage in process and system evaluation to make recommendations and implement procedure improvements, policy development, and training activities. This position may have a particular focus on assisting with the development of procedures and policy for sponsored project management and closeout, as well as the support of OSU’s Center & Institute awards and large/complex projects within OSU’s research portfolio. Tasks require analysis and collaboration with multiple individuals (both internally and externally) on a daily basis.

This position reports to the Director of Sponsored Programs, Financial Management and works closely with personnel across all teams in OSRAA , other Division of Research and Innovation units such as the Office of Research Integrity and OSU Advantage, the Office of Procurement, Contracts & Materials Management, and other campus personnel involved in post-award management within financial strategic services, colleges, centers, and departments. Interactions are required with researchers, university administration and external agency officials within complex institutional settings. In addition, the incumbent is expected to provide excellent customer service and assistance to OSU’s faculty with a positive, partnership focused approach to relationship building both inside and outside of OSU .

Key Responsibilities

Central to all position responsibilities is the capacity to anticipate and communicate developing problems and recommend timely solutions that offer minimum disruption to project progress. The incumbent must work closely with others to facilitate timely and accurate financial reporting, draw-down of funds, submission of deadline-driven deliverables, resolution of sensitive or complex policy, financial and administrative issues, and project closeout.

55% – Sponsored Programs Fiscal Compliance: Accounting Oversight, Financial Analysis, Reporting, and Closeout

Ensure fiscal compliance for assigned sponsored projects, with a specific focus on complex financial issues that may arise during the life of the projects from inception through closeout.

  • Understand business processes in the support of the daily management of grants and contracts and identify where process improvements are needed.

  • Engages in process and system evaluation to make recommendations and implement procedure improvements, policy development, and training activities.

  • Assists with the development of procedures and policy for sponsored project management and closeout.

  • Review and interpret grant/contract language and sponsor regulations for specific terms and conditions to ensure proper management of award from project inception to closeout.

  • Manage Sponsored Programs Award Management Workflow (of new and amended agreements) by determining and setting-up required billing, reporting, and grant management tasks for Billing Specialists and Grant Financial Analysts

  • Analyze administrative, budget, and financial compliance in order to ensure compliance with award performance period, budget limitations, billing procedures, cost allowance, and other terms and conditions, including cost share and program income reporting requirements, and overall conformity to award terms.

  • Monitor and track revenue and expense transactions are correctly and appropriately posted.

  • Daily review and approval of purchase orders and journal vouchers.

  • Review, analyze, and resolve outstanding reporting and transactional issues.

  • Utilize various system reports and tools to prepare quarterly, annual, closing, and other required financial reports, invoices, and deliverables.

  • Apply advanced accounting theory, with layers of compliance and policy regulation, and sponsored project terms and conditions to project monitoring and reporting.

  • Analyze financial activity for adherence to award terms and conditions, generally accepted accounting principles ( GAAP ), budgetary compliance, and performance period.

20% Closeout Procedures

Perform financial analysis and fiscal compliance procedures outlined above as part of the closeout process.

  • Complete financial close out procedures and adjustments to balance projects in Banner FIS . Close indexes, funds, and grants in Banner FIS when all tasks have been completed.

  • Ensure timely and compliant closeout of OSU sponsored projects – meeting all administrative, fiscal and compliance requirements in accordance with various policy guidance and the terms of the award.

  • Maintain data on closeouts processed each month for reporting.

  • Prioritize work to complete assignments on a timely basis.

20% – Post Award Outreach and Liaison

  • Engage with financial staff and principal investigators to ensure that all final reporting and project deliverables are satisfied.

  • Communicate and advise principal investigators, financial strategic services staff, and other OSU stakeholders of the closeout requirements, deliverable deadlines, and other information necessary to ensure appropriate closeout of projects.

  • Communicate guidance and recommendations to principal investigators, financial strategic services, and other OSU staff to prevent out of balance or compliance situations in project budgets and/or accounting.

  • Partner with financial strategic services staff, faculty, and other University personnel in the fiscal management of grants and contracts.

  • Work proactively to avoid problems and/or identify issues and work with others to resolve any issues in a timely manner.

  • Provide guidance to financial strategic services staff, faculty, and others on complex grant questions to ensure compliance with the award terms and conditions, ensuring uniform guidance, and OSU policies are followed.

  • Develop relationships with sponsor personnel while monitoring developments/changes within sponsoring agencies.

  • Continuously monitor sponsor, federal, or university policy changes and update resources accordingly.

5% – Support of special projects as assigned.

This position will be engaged with special projects including, but not limited to:

  • Participation in sponsor, external agency, or other program audits

  • Evaluation and recommendation of fiscal processes for improvement

  • Development of forms, manuals, and guidance to assist with the fiscal administration of sponsored projects.

  • Provide support to OSU’s Center & Institute awards and large/complex projects within OSU’s research portfolio.

  • Training of other award management personnel

What We Require

Twenty four (24) quarter, 16 semester or 240 clock hours of accounting courses and three years of *accounting experience; OR a CPA or PA certificate and three years of *accounting experience. *Accounting experience must include at least 8 of the following: creating policies and procedures for fiscal operations; assuring that accounting system reflects program/agency operations; analyzing impact of regulations/changes on accounting budgeting systems; assuring fiscal transactions comply with accepted accounting practices, policies, and procedures; formulating and recommending corrective actions as well as accounting system improvements; developing and monitoring system generated reports; preparing and distributing a variety of fiscal reports; applying computer spreadsheets and accounting software; responsibility for an organization’s total accounting functions; knowledge of governmental and fund accounting; analyzing and interpreting financial data; applying audit standards to internal procedures; communicating technical material orally and in writing; solving accounting system and application problems; preparing budgetary and GAAP financial statements; ensuring compliance with federal/state laws and administrative policies. All courses must be from accredited colleges, universities, or private vocational schools.Transcripts must be submitted for all required and/or related courses.

What You Will Need

  • Experience in research administration, business administration, accounting, or related experience

  • Proven analytical and problem-solving capability; ability to explain data accurately and resolve complex issues with sound judgment

  • Knowledge and expertise in interpreting grant and contract terms, federal and/or other regulations; applying regulations to sponsored or other programs and conveying the information verbally and in writing

  • Demonstrated aptitude in MS Excel, database query tools and reporting

  • Excellent business writing, editing and oral communication skills

  • Demonstrated superior time management skills and ability to prioritize and work under time pressure when dealing with conflicting and multiple deadlines in a fast-paced and changing environment

  • Experience working with large and/or complex financial accounting systems

  • Ability to influence and build work relationships among a diverse workforce at all levels.

  • Demonstrated ability to communicate effectively, both verbally and in writing to audiences with diverse backgrounds and different communication styles.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per OSU Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

What We Would Like You to Have

  • Three (3) or more years of experience in research administration, business administration, accounting, or related experience

  • Experience in research administration, particularly in higher education with focus on grants and contracts

  • Degree in Business, Management, or related field of study is preferred

  • Experience problem-solving within a complex sponsor, state, or federal regulatory environment

  • Familiarity with Banner Grants module

  • Certified Research Administrator
