Nueces County Emergency Management Specialist (Corpus Christi, Tx) in Corpus Christi, Texas
Base Pay: $21.84 Hourly
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Participates as a member of the Emergency Operations Center (EOC). Provides training to other EOC members as required.
Assists in the development, coordination, and writing of emergency operations plans, procedures, and supporting planning documents.
Reviews and accepts emergency plans for nursing homes, assisted living facilities, and dialysis centers, and provides guidance as needed.
Completes quarterly reports for the Emergency Management Coordinator.
Manages County Hurricane Reentry Program.
Coordinates training program and emergency operations drills to prepare county staff to respond quickly and effectively to emergencies.
Maintains records of ICS Training for County essential employees and ensures all training is up to date.
Prepares Course materials for students, grades final exams (if course is taught by County EMC), and prepares final documentation for submission to Texas Department of Emergency Management.
Requires stand-by duty; must have the ability to respond within 30 minutes during duty hours and 2 hours during non-duty hours after notification.
Receives, reviews, maintains, and reports appropriate emergency operations data and information for response activities before, during, and after natural disasters events, and/or civil disturbances and manmade/ technological disasters.
Assists in maintaining the Countys emergency facilities and equipment used in emergency response.
Assists in making sure all computers and software are current and updated.
Sets up WebEOC, PowerPoint presentations and video wall in EOC and sets up other technical equipment as necessary.
Responsible for all supplies and materials needed during an activation or training session.
Serves as a liaison with volunteer agencies assigned to EOC.
Documents and tracks all Emergency Management activities as required for compliance and as required for reimbursement and reporting.
Maintains documentation and reports necessary for the administration of applicable grants.
Maintains and updates as needed all interlocal agreements, MOUs, License Agreements within the Office of Emergency Management to include renewals and new agreements. Submit documentation for signatures, public postings, and mutual aid agreements.
Trains other staff on how to use WebEOC, tracks county WebEOC users and attends WebEOC workshops to increase knowledge of the system.
Manages emergency management information on Facebook and County website, and manages posts and relevant content to reach public. Tracks growth of Likes and Followers.
Manages information on the OEM web page on the Countys official website.
Handles purchase orders, P-Card reconciliation, and booking for training.
Responsible for electronic and physical records maintenance.
Performs daily email, phone, and correspondence tasks as directed.
Understands the emergency management systems at the local, state and federal level.
Assists with all aspects of reoccurring Emergency Management events such as Coastal Bend Hurricane Conference and the Hurricane Preparedness Industry Breakfast.
Updates OEM presentations and other public education materials.
Submits progress reports and financial reports to Texas Department of Emergency Management.
Performs other duties as assigned.
QUALIFICATIONS:

EDUCATION and/or EXPERIENCE: Associates egree plus two years of responsible clerical work experience, preferably with a government entity or in the field of emergency management.
Three years of emergency management experience plus a high school degree/GED can be substituted for the associate degree.
CERTIFICATES, LICENSES, REGISTRATIONS: Required: NIMS ICS 100, 200, 700 and 800*, E/L/G 0300 and E/L/G 0400. *E/L/G 0300 and 0400 may be obtained within 6 months of hire date.
OTHER SKILLS AND ABILITIES: Emergency management is about problem-solvingespecially during emergencies, using high analytical skills. This position is involved in the discussion in the next plan of action that will be taken by the Office of Emergency Management. These skills are used to bring many departments together to reach one common goal.
Ability to operate a personal computer, calculator, copier, facsimile machine, electronic filing system.
Ability and knowledge of Microsoft Office Suite to include Excel, PowerPoint and Word.
Ability to understand, follow and give oral and written instructions.
Ability to establish and maintain moderately complex records and files and to organize data for reports independently, complying with reporting guidelines.
Ability to proofread for completeness, accuracy and content.
