Naval Facilities Engineering Command SUPERVISORY FACILITIES REQUIREMENTS SPECIALIST in Coronado, California

Summary You will serve as a SUPERVISORY FACILITIES REQUIRMENTS SPECIALIST in the Public Works Department of NAVFAC SOUTHWEST. Responsibilities You will provide client interface, scoping estimates, minor/specific project development generation, preventative maintenance package generation and facility inspections, and facility maintenance /dynamic equipment status through subordinate staff. You will assist in the management of the Public Works Department budget. You will be responsible for establishing and monitoring performance metrics related to facilities requirements management and execution. You will be responsible for developing, analyzing, and optimizing Standard Operating Procedures related to the generation and prioritization of construction, repair, and maintenance requirements. You will manage and direct the development, prioritization and execution of multi-million dollar Long Range Maintenance Plans, Maintenance Action Plans, and Maintenance Execution Plans. You will supervise multiple employees. You will apply sound Public Works Management principles and practices related to budgeting, planning, financial management, and work execution for a large Naval Base including facilities, infrastructure and services. You will lead, direct, manage and mentor Public Works Department staff regarding procedures for work reception, input and assignment in appropriate e-systems. You will manage and direct the development, prioritization and execution of all Public Works Maintenance Action Plans and long range facility and infrastructure planning to meet the Navy mission. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Appling sound Public Works Management principles, regulations and practices related to budgeting, planning, financial management and work execution for a large Naval Base including facilities, infrastructure and services; 2) Managing a large staff regarding procedures for work reception, input and assignment in appropriate e-systems; 3) Management planning and requirements development department including requirements generation, long-range planning, base appearance, client liaison, customer training, and facilities safety; and 4) Communicating effectively with customers and management.
