Summary

An employee in this classification provides functional support, problem resolution, business analysis, process improvement, and customer support for the Human Resources Department. Work involves coordinating with consultants, Finance, and I.T. departmental professionals to ensure appropriate and efficient utilization of the city's enterprise resource planning system (Infor), while adhering to the City’s rules and policies. Evaluates business requirements, proposes alternatives, and implements functional solutions for the Infor system. Provides customer support, insight, and guidance to users and stakeholders. Develops and updates standard operating procedures and policies to best represent current human resources business practices. Exercises initiative and independent judgment under the general supervision of the Human Resources Director.

Job Duties and Responsibilities

Analyzes department and business needs and utilizes Infor tools to implement efficient solutions that meet the goals and objectives of the department.

Administers ERP system’s setup and maintenance of human resources-related items in coordination with the Finance and the Information Technology Departments.

Provides functional expertise and business analysis services for the implementation, modification, and maintenance of the Infor modules as it relates to human resource functions. Studies and standardizes departmental procedures to improve efficiency and effectiveness.

Provides guidance on the capabilities of the city's enterprise resource planning systems and their application to ensure compliance with collective bargaining agreements and the City's HR policies and procedures.

Monitors, analyzes, and ensures data integrity; utilizes various reporting tools to provide accurate data to departments; identifies reports, forms, and responsibilities needed to support business needs. Conducts audits of system information for compliance with HR City policies and procedures.

Assist with annual and regulatory reporting, mandated yearly reporting (e.g. EEO-4 survey completion), and any other applicable regulatory agencies.

Develops system-wide reports to support information management needs.

Provides training, assistance, and guidance citywide to administrative staff on all HR related departmental functions.

Serves as a liaison to technical staff within the departments of Information Technology, Finance, and other key operating departments.

Assists with the support of databases, data backup systems and processes, and data infrastructure for the Human Resources department.

Assists Human Resources and IT personnel with training and development of user documentation.

Assists the Human Resources Director with special projects as required.

Performs other related duties as assigned.

Qualifications

Bachelor’s Degree in Finance, Public Administration, Business Administration, Human Resources, Management Information System, or other related field.

Five (5) years of progressively responsible experience in handling complex human resources processes and other technical aspects integrating human resources and information technology.

Professional in Human Resources (PHR) and/or SPHR certification preferred.

Prior experience or knowledge of Lawson Infor Preferred

Valid Florida Driver's License.

A comparable amount of training or experience may be substituted for the minimum qualifications.

HOLIDAYS: 14 days including 3 floating days.

SICK LEAVE: 110 hours annually.

ANNUAL LEAVE: 94 hours in the first year of employment, increasing up to 210 after 25 years. Employees must take 40 hours of annual leave each year.

BEREAVEMENT LEAVE: 5 or 10 days for the death of a family member in accordance with the City's Personnel Rules & Regulations.

HEALTH INSURANCE: Fully paid by the City (HMO Select). Coverage becomes effective 1st of month following 30 days. Employee may purchase coverage for eligible dependents at a cost of approximately 50% of the premium.

DENTAL INSURANCE: Available at a cost to all employees through payroll deduction.

LIFE INSURANCE: Term Life and Accidental Death and Dismemberment equal to 1 x annual salary (up to $200,000) fully paid by the City.

VOLUNTARY BENEFITS: Several plans are available, such as Short Term Disability, Life Insurance and Critical Illness policies through payroll deductions.

LEGAL SERVICES: Legal Service plan available at a cost to all employees through payroll deductions.

POST EMPLOYMENT HEALTH PLAN (PEHP): The City deposits $950 annually into an individual account for each employee. Monies may be used to pay premiums or medical expenses after retirement.

DEFERRED COMPENSATION: Employees may defer a portion of their pre-tax salary in the 457 Deferred Compensation Program.

TUITION REIMBURSEMENT: $1,500 per semester ($6,000 maximum annually) as per the City's Rules and Regulations.

CELL PHONE: Cell phone provided at a monthly cost of $20.00, if required by department.

RECREATIONAL USE: Employee, spouse and immediate family members seventeen (17) years of age and under are entitled to the benefits below:

  • Venetian Pool – No charge for daily admission.

  • Tennis Centers – No charge for daily court fees

  • Youth Center – 50% off residential rates for memberships and 25% off camps and other programs.

Golf at Biltmore & Granada:

  • Monday through Friday – no charge

  • Saturday, Sunday and Holidays:

    - Before Noon – Twilight fees apply - After Noon – No charge (cart fees apply at all times)

PENSION:

City Retirement Plan - Mandatory employee contribution of 10 % of salary; Vesting period is 10 years.

OR

Defined Contribution - 401a - Contribution by City of 7% of employee base annual salary. Vesting period 5 years. Employee not required to contribute.
