Definition

Under direction, is responsible for supervising and participating in skilled work to include the installation, maintenance,and repair of heating, ventilation, and air conditioning (HVAC), plumbing, and/or electrical systems and elements of City buildings and facilities; performs related duties as required.

Examples of Work

(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)

Supervises technicians engaged in skilled work to include the installation, maintenance, and repair work of HVAC, plumbing, and/or electrical systems and elements,including conducting performance appraisals, approving leave requests, and initiating disciplinary actions;

Participates in all phases of a skilled trade which may include HVAC, plumbing, and/or electrical work and design;

Determines proper tools, equipment, supplies, and materials for the assigned trade and instructs technicians as to the appropriate use;

Prepares and continually updates preventive maintenance and testing programs and schedules; schedules and programs preventive maintenance;

Inspects contractor’s work to ensure that it is completed in accordance with contact specifications; signs invoices upon completion of work to authorize payment to contractors;

Prepares reports of work done and materials used;

Coordinates activities with other trades areas, project managers, or outside contractors;

Trains and ensures employees follow proper work and safety procedures, equipment usage, and operating procedures; initiates measures to improve methods, equipment performance, and quality of work;

Ensures work performed conforms to City Codes and other technical standards; ensures compliance with applicable safety rules and regulations;

Utilizes computer software to generate reports, retrieve data, and complete and review work orders and time sheets;

Operates, programs, troubleshoots, and/or adjusts HVAC, plumbing, or electrical systems and elements using specialized equipment or control software;

Prepares various HVAC, plumbing, or electrical service contract specifications;

Assists with inventory control of HVAC, plumbing, or electrical components;

Operates a City vehicle to conduct City business.

Minimum Qualifications

Completion of the twelfth school grade and five (5) years of experience in HVAC, plumbing, or electrical work. Substitution(s): A certificate of high school equivalence (GED) will be accepted in lieu of a high school diploma.

Possession of a certificate of completion from a vocational skilled trade program in HVAC, plumbing, or electrical may be substituted for two (2) years of the required experience.

Some positions may require possession of a valid Universal Environmental Protection Agency Refrigerant Recovery Certificate or State of Ohio Backflow Certification.

Possession of a valid driver’s license.
