Project Manager III (Linear Utilities Infrastructure Projects and Programs)

Colorado Springs Utilities seeks a Project Manager III to join our Projects and Programs Department’s Distribution & Collection Infrastructure Project Management Group. As a Project Manager , you will have the opportunity to work with a wide variety of stakeholders across organizational boundaries to manage, prioritize, and execute priorities, budgets, and projects. You will be responsible for managing small- to large-scale linear energy and/or water infrastructure projects (focusing primarily on natural gas-related infrastructure projects), providing project management services for projects related to our electric, gas, water, and wastewater systems to ensure successful delivery within scope, budget, and schedule. Your project management expertise and experience in utility infrastructure will be valued in this opportunity. If you have demonstrated experience in project management (particularly in natural gas utility infrastructure), and are highly motivated and detail-oriented, we want to hear from you!

Project Manager III key responsibilities:

  • Independently manage multiple, large-scale projects and/or programs with large organizational impact. Monitor project and program progress, track milestones, and ensure adherence to quality standards and regulatory requirements

  • Develop and implement comprehensive project and program plans aligned with organizational strategic goals. Plans will include objectives, requirements, risk, scope, timelines, budgets, and deliverables

  • Coordinate cross-functional project and program teams and manage project and program resources including team members across departments, contractors, and materials

  • Develop and manage project and program budgets, financial forecasts, and cost-control measures

  • Communicate and collaborate with team members and stakeholders. Manage stakeholder expectations and communicate project and program status

  • Conduct project and program performance reviews and report out on project and program progress. Identify areas for improvement and implement corrective actions

  • Resolve issues, conflicts, and risks that impact projects or programs

  • Provide mentorship, guidance, and training to junior project managers

  • Develop and/or assist in the development of contract documents (scopes of work, contracts, specifications, etc.) for the procurement of goods and services

  • Evaluate, monitor, direct, and manage outside contractors, consultants, and vendors

  • Assist with short and long-term planning for capital budgeting and projects

Who You Are

  • A bachelor’s degree in business, management, project management, engineering, or a similar technical field coupled with appropriate relevant experience is preferred

  • Experience in managing complex projects and programs (utility industry projects/programs preferred)

  • Knowledge of project management methodologies, frameworks, and best practices

  • Strategic planning and business acumen

  • Strong leadership and team-building skills

  • Advanced communication and stakeholder management abilities

  • Financial and risk management/mitigation experience

  • Experience in contract development, particularly in the public utility sector

  • Project Management Professional (PMP) certification is desired

*The ideal candidate will come with at least 4 years of project management experience, preferably in a field related to utility infrastructure.
