POSITION OVERVIEW
DEFTEC Corporation is seeking a Subject Matter and Technical Expert for Facility Sustainment, Restoration, and Modernization (FSRM) Minor Construction projects for United States Space Command (USSPACECOM). Serves as the primary customer representative to interpret customer identified requirements and translate those to engineering requirements. Generates requirement documents, contractual documents, manages design and construction process, and most importantly, communicates and coordinates with customers, IT agents, construction agents, contracting office and local Civil Engineer Squadron.
JOB RESPONSIBILITIES:
Advise and assist with facility construction planning and management tasks coordinating internally and across other USSACECOM Directorates and external mission partners
Lead and coordinate requirements development, project planning, scope definition and cost estimating for Facility Sustainment, Restoration, and Modernization projects
Oversee design and construction contracts. Includes development of contractual documents for Requests for Proposal, to include Statements of Work, Cost Estimates, and Selection Criteria
Monitor project progress, identify risks and proactively address issues to ensure timely project delivery
Communicate project status, updates and risks to stakeholders and senior leaders
Understand relationships between local contracting squadron, civil engineer squadron, and combatant command
Serve as primary point of contact for the customer, to include change management and updates
Deliver presentations on program status, accomplishments, problems, and requirements for support, and promotion of program objectives to military officers and civilians in other mission-centric offices of the Command, agencies, and Services
Support the development of Statements of Work (SOW), design reviews, construction, and transition plans for projects at Peterson and Schriever Space Force Bases (SFB)
Serves as a trusted senior engineering advisor for all construction projects within the local command
Ensure that urgent matters are highlighted to the staff at the division/chief or designee level promptly.
Develop Course of Action briefings for senior leaders during project planning
Coordinate with Resource Manager to meet USSC-driven spend plan
QUALIFICATIONS:
Required Qualifications:
20+ years of mid to senior-level experience with subject matter experience in managing highly complex, multi-year $1M to $1B projects.
Master's degree or professional registration/license in engineering or architecture
Familiarity with DoD construction standards and processes and with USACE management structure and MILCON execution
Top-Secret Clearance
Be a US Citizen
Must have high emotional intelligence
Strong communication skills
The ability to integrate in a team with little direction
Preferred Qualifications:
Experience in Combatant Command desired
