Description Staff Planner Hiring Range: $58,077.00 - $72,584.00 Senior Planner Hiring Range: $66,482.00 - $83,102.00 Under the general supervision of the Transportation Planning Coordinator, the Transportation and Mobility Planner performs work related to the planning, design, review, and development of an integrated multi-modal transportation system as well as education efforts relating to the same. This position will conduct a wide range of activities with internal and external stakeholders related to transportation and mobility planning with a key focus on improving all modes of transportation and mobility efforts within the city. This position will also support the development and implementation of various plans such as the Citys Comprehensive Plan and Bicycle, Pedestrian, and Greenways Master Plan

Principal Duties

  1. Conduct technical reviews, perform inspections, and manage development proposals. Interact with applicants, design professionals, City staff, and the general public.
  2. Prepare reports, ordinance amendments, and other documents, and present to various boards, commissions, committees, and the City Council.
  3. Research, collect, and analyze data to support the development and implementation of transportation and mobility projects and programs.
  4. Develop and maintain professional relationships with City staff, regional partners, and other stakeholders including serving as a City or Division representative on various boards, commissions, or committees and on the Planner-on-Call (POC) rotation.
  5. Develop and facilitate educational materials and promotional activities, including public meetings and bicycle classes, to further transportation and mobility efforts and integration into the community.
  6. Coordinate with various stakeholders to implement the Citys various plans, including the Comprehensive Plan, Bicycle, Pedestrian, and Greenways Master Plan, and Thoroughfare Plan. Assist with updates as needed.
  7. Research, coordinate, develop, and write transportation and mobility-related grant applications to secure additional funding. Serve as project manager and/or grant administrator for projects.
  8. Prepare and evaluate projects to be incorporated in capital improvement program budgets or other funding sources. Serve as project manager and/or administrator for projects.
  9. Manage various multi-modal programs such as the Bicycle Friendly Community designation, safe routes to school program, sidewalk fund program, and shared micro mobility program.
  10. Perform other related duties as assigned.

Qualifications Staff Planner Required: Bachelors Degree in transportation planning, urban planning, parks and recreation, or related field; or an equivalent combination of education and experience Proven written and oral communication abilities Ability to comprehend and apply multiple ordinances and policies Ability to exercise good judgment, tact, and diplomacy in all public interactions

Preferred: Masters degree in transportation planning, urban planning, parks and recreation, or related field Minimum of one (1) year work experience in transportation planning, urban planning, or related field Bicycle and pedestrian planning and programming experience, highly preferred Knowledge of principles and best practices of transportation planning and demonstrated experience in applying these principles and practices AICP designation

Senior Planner Required: Bachelors Degree in transportation planning, urban planning, parks and recreation, or related field and three (3) years successful experience; or the equivalent combination of education and experience AICP designation or the ability to ob ain AICP designation within 18 months Knowledge of principles and best practices of transportation planning and demonstrated experience in applying these principles and practices Ability to comprehend and apply multiple ordinances and policies Ability to exercise good judgment, tact, and diplomacy in all public interactions Proven written and oral communication abilities

Preferred: Masters degree in transportation planning, urban planning, parks and recreation, or related field Three (3) or more years of experience in transportation planning including bicycle/pedestrian One (1) or more years of supervisory experience

Supplemental Information *Please note*: Individuals that do not meet the minimum requirements for the Senior Planner will be considered for hire as a Staff Planner, provided the minimum requirements are met. A Senior Planner is expected to take on more leadership responsibilities as it relates to the Principal Job Duties.
