Description

Under the general direction of the Electric Design Supervisor, the GIS Analyst is responsible for maintaining the integrity of an accurate and up-to-date Transmission and Distribution (T&D) Geographic Information System (GIS) which is utilized for establishing connectivity for the Outage Management System (OMS), engineering analysis (EA), and the Advanced Metering Infrastructure (AMI) System. The GIS Analyst works with the GIS Technician to assist electrical design staff and works in collaboration with the Information Technology (IT) team to provide highly technical spatial analysis, advanced analytics, mapping and reporting services to end users to provide enhanced and dynamic electrical system planning and maintenance.

Principal Duties

  • Develop and maintain maps, map viewers, and other geo-spatial tools with the use of ESRI's ArcGIS software, AutoCAD software, Partner Maps, or other electric utility project design technology.

  • Responsible for updating and maintaining the GIS in a timely manner with all the asset and attribute data from completed new construction, line improvements, inspections, tree trimming, pole contact data and other projects.

  • Ensure that the GIS models/maps are compliant with the appropriate connectivity model and provide prompt availability of accurate engineering models to the other users.

  • Ensure that the integration/interfaces between GIS and other applications are current and functional; maintain the different GIS layers (including landbase) to be consumed by both internal and external users; and perform quality control and assurance on GIS data.

  • Ensure that the design software and other geo-spatial tools are updated and functioning satisfactorily. Develop, manage, and execute design software workflow process.

  • Perform analysis of GIS data based on specified criteria and generates reports based on resulting data for use in projects and decision-making processes. Assist in the production of high-quality maps of various sizes and styles utilizing cartographic skills.

  • Responsible for the preparation and maintenance of necessary records, reports, and documentation for the GIS systems; coordinating and interacting with other City of College Station departments and other government or private sector entities to ensure effective data exchange; and maintaining familiarity with CSU engineering standards, construction practices, and procedures.

  • Lead updates, presentations, and meetings with internal stakeholders to clarify and correct mapping discrepancies, streamline processes, and maintain open communications. Attend and present at safety meetings and training sessions.

  • Assist in updating and maintaining the system maintenance plan and in training of others in the use and capabilities of ESRI software, GPS units, and mobile GIS deployments.

  • Perform other duties as assigned.

Qualifications

Required: Bachelor’s degree in Geography, Geographic Information Systems, Spatial Science, or related technical field and two (2) years related experience using Geographic Information Systems; or an equivalent combination of education and experience

Valid Texas Driver License

Knowledge of fundamental GIS/GPS principles and practices

Proficient in ESRI ArcGIS technologies such as ArcGIS Desktop, ArcSDE and utilizing ArcGIS Server technology, as well as associated applications

Strong understanding of database concepts, querying, and reporting from SQL databases

Skilled in use of office productivity tools (Example: Microsoft Office)

Preferred: Knowledge of electric distribution utility standards and practices

Experience with programming, electric system modeling, analysis software, and/or design software

Experience with AutoCAD software

Knowledge of electrical transmission and distribution terminology and theory of operations

Familiarity with surveying equipment and tools
