Description
Under general direction of the Director of Electric Utilities, the Electric Engineering and Design Superintendent oversees the Electric design and engineering functions in the expansion and maintenance of the distribution system; the development of construction standards; ERCOT studies, and reporting on the transmission system; the GIS, mapping processes, and distribution asset function; the preparation of future budgeting and projections for the division; and representing the department in City planning and design meetings. Responsible for sealing all internal design projects as required for Municipal Utilities.
Principal Duties
- Plan, organize, supervise, and coordinate the activities of the electric project design, planning, mapping, and engineering related activities, including but not limited to overseeing and participating in the development and implementation of work plans; assigning work for electric project design activities and projects; monitoring productivity; reviewing and evaluating work products, methods, and procedures; and ensuring adherence to all applicable safety and operating standards and policies. Provide leadership, direction, and guidance for the development and operational activities to achieve the departments goals and objectives.
- As a Licensed Professional Engineer, review and seal all internally designed projects for conformance with safety and design standards as required for municipal utilities. Make sure projects to be released for construction are correctly designed and that they meet the requirement to serve the customer; meet NESC and City codes; provide adequate clearances and right-of-way; and are in-line with the CSU Master Plan, considering future expansion of the distribution system. Review as-built drawings to make sure projects are built as designed.
- Oversee additions and updates to the CSU Material Specification Book. Manage theEngineering and Designdivision budget and approval of time entry, purchase orders, procurement cards, and contracts. Work with peers to develop the annual budget and Capital Improvement Plans.
- Mentor, motivate, and evaluate assigned staff; work with employees to correct deficiencies; support employee professional development; identify and resolve employee concerns and/or problems; direct work; complete employee performance evaluations; andparticipate in hiring, terminating and disciplinary decisions and/or provide recommendations. Stay current with industry technology and practices. Develop and implement standards and processes to effectively administer employee training and certification opportunities.
- Oversee the distribution design function to ensure design, construction, material, and right-of-way requirements are met. Manage third-party contracts. Work with other utilities, peers, and direct reports to develop and implement new methods and best practices designed to improve safety; operations; cost savings; and efficiencies in labor and equipment.
- Provide guidance and project management on larger design projects involving consultants and outside design staff.
- Coordinate with internal and external entities, including contractors; developers; TandD and Operations; and other City departments on the strategic coordination of projects.
- Work with the Electric management team to develop processes to provide high quality service, increased customer and employee satisfaction, reduced costs, and ensure safe and reliable operations of the electric transmission and distribution systems.

Qualifications
Required: Bachelors degree in electrical engineering and three (3) years of experience in the electrical transmission and distribution industry, or an equivalent combination of education and experience.
Licensed Professional Engineer in the state of Texas or the ability to obtain this license with 6 months of hire
Valid Texas Drivers License
Knowledge of electrical transmission and distribution terminology and theory of operations
Experience with Electric Utility project design technology
Preferred:Experience with ESRI GIS software
Experience with Electric Utility project design or CAD technology
Knowledge of electrical transmission and distribution terminology and theory of operations
Knowledge of overhead and underground line construction
Familiarity with surveying equipment and tools
Knowledge of collocation agreements for 5G, fiber, and other emerging technologies
