Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Drinking Water Compliance Officer, Analyst 3 for the Coeur d’Alene Regional Office.

Salary Range: $29.75 – $33.71

Responsibilities :

· Regulatory oversight for assigned public drinking water systems (PWSs).

  • Perform sanitary survey inspections of PWSs and complete inspection reports.

  • Conduct regulatory oversight of water system monitoring requirements and results.

  • Identify and respond to potential, suspected, or known PWS contamination issues.

  • Evaluate chemical monitoring waivers.

· Environmental Outreach:

  • Assist stakeholders in understanding and complying with state and federal environmental rules.

  • Participate in DEQ sponsored trainings for stakeholders and make presentations.

    Minimum Qualifications:

    Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management fieldORany combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND;

    At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

    OR

    Possession of a master's degree in any of the above fieldsAND   at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

    Required Specialty Minimum Qualification

· Gained considerable knowledge of water quality that has been gained through possession of a college degree (or work experience equivalency) and two (2) years of any combination of post baccalaureate educationORwork experience interpreting, enforcing, or ensuring compliance with the requirements of the following: Clean Water Act, Safe Drinking Act, and/or state environmental rules. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education;and/orEach two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.

· Comprehensive knowledge of the Safe Drinking Water Act and corresponding state rules for public drinking water regulations. Typically gained by two (2) years of full-time work experience interpreting, enforcing, or ensuring compliance with all aspects of the regulatory requirements of the Safe Drinking Water Act and state drinking water rules, including National Primary Drinking Water Standards and contaminant MCL's, treatment techniques, monitoring requirements for public drinking water systems, operator licensing requirements and facility operations, with some knowledge of engineering facility standards.

Desired Specialty Minimum Qualification

· Good knowledge of scientific principles and processes that has been gained through possession of a college degree in the biological sciences, chemistry, geology, environmental science, chemical or environmental engineering, or a closely related field;Andtwo (2) years of full-time work experience conducting drinking water sanitary surveys, including determining public drinking water systems compliance with permits, and rules and statutes as a major function of my job.

OR

Possession of an unrelated degree or a combination of education and experience equivalent to a four-year undergraduate degreeANDfour (4) years of full time experience as described above. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.

Physical Requirements:

• Ability to sit and work on a computer for 2-4 hours at a time.

• Some periods of heavy reading and typing are required.

• Ability to climb ladders, staircases, work on uneven terrain.

• Ability to work in adverse or inclement weather.

• Ability to work in extreme hot or cold temperatures both outside and inside.

• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.

• May work in the vicinity of loud noise.

• Ability to physically conduct field inspections which may include hiking short segments of steep terrain with up to 20 pounds of gear.

Other Requirements:

• Valid Driver’s License

• May be required to travel and stay overnight in remote areas.
