(4) Must possess a thorough knowledge of basic electronics, and basic knowledge of electrical wiring principals; the ability to read, understand, and draw complex electronic schematic diagrams. (5) Ability to work with hand tools as related to electronic and Radio Frequency (RF) equipment repair. (6) Ability to set up, read and work with complex test equipment including, but not limited to: oscilloscopes, service monitors, time domain reflectometers. (7) Skill and ability to troubleshoot and repair complex radio, computer, and electronic equipment both in the shop and in the field. (8) Ability to use standard PC based programs, including but not limited to: Microsoft Office products, manufacturer’s diagnostic and troubleshooting products, and a wide variety of special use products. JOB TITLE: TELECOMMUNICATIONS TECHNICIAN - PSC POSITION CONTROL NUMBER: 8514 CLASS CODE NUMBER: 22704 SALARY GRADE: NGA-10 INTRODUCTION: This position is assigned to Public Safety Communications (PSC), Communications and Information Technology (IT) Services Office, functioning within the State of Idaho - Military Division. The primary purpose of this position is to assist in the operation and maintenance of sophisticated electronic telecommunications equipment of the PSC programs and projects, which includes the statewide microwave system, two way radio repeaters, two way mobile and portable radios, interconnecting wires, cables, fiber optic and any other equipment necessary for the efficient and effective operations of PSC systems, and all associated support equipment and services for the Agencies, Departments, and Divisions of the State of Idaho. DUTIES AND RESPONSIBILITIES:

1. Responsible for the operation and maintenance of various telecommunications equipment and systems managed by PSC under general supervision. Incumbent is expected to progress through the following skill levels:

• Performs work as an Installer: Uses hand tools for vehicle installations; solders and de-solders properly; installs electronic equipment in vehicles; operates radios, sirens and lights—tests and identifies problems; troubleshoots and corrects wiring problems; climbs towers using proper safety equipment; assists installing hardware; lifts, carries and assists in installing radios; runs power and communications cables; connects battery equipment; and operates a computer for and specialized programs as trained.

• Performs work as a Technician: Tests and troubleshoots sirens and light bars; installs radio equipment in buildings and fixed locations; bench tests and repairs radios; reads and understands electronic schematic diagrams; understands radio frequency (RF) safety procedures; installs and tunes radio antennas; installs and troubleshoots antennas and feed-lines; reads and sets power levels, frequency and deviation on select radios; assists in field tests and preventive maintenance (PM) of radios; operates multi-meters and other hand-held test equipment; operates an oscilloscope; installs multi-pair cables to various interconnect blocks (66 blocks and similar); installs, troubleshoots and certifies sirens, light bars, gun locks and other auxiliary equipment; and operates motorized equipment (such as snowmobiles) and vehicles (such as four-wheel drive pickup trucks and four-wheel drive sport utility vehicles [SUVs]), in traffic and in remote locations.

• Performs work as an Advanced Technician: Takes power, frequency and deviation readings of any radio; aligns and tunes any radio in PSC stock; sets power and deviation levels on any radio in PSC stock; troubleshoots any radio in PSC stock for malfunctions; installs hardline or flex cable on towers; reads and verifies programming in radios; inputs standard programmable features into radios; operates a service monitor in all modes; assists in the installation and maintenance of microwave radio equipment; installs and troubleshoots computer data cables and terminations; installs and troubleshoots telephone systems; and troubleshoots and certifies police radar units.

2. Ensures those State Agencies, Departments and programs engaged in providing Public Safety response services have adequate and effective radio communications services, and that projects initiated to provide and enhance Public Safety Communications are carried out and completed in compliance with applicable laws, rules, and regulations of the State of Idaho and the United States of America.

3. Provides communication services that support Public Safety Communications in the State of Idaho such as studies, development and implementation of plans, surveys, assessments, tests, monitoring, construction and maintenance of such PSC systems.

4. Works to maintain a strong communications program. Through the Public Safety Communications State Program, sees that communications projects and other maintenance and installation needs are properly executed, and ensures the orders and directions of supervisors and managers are properly carried out.

5. Promotes a respectful work-place that complies with policies of the Adjutant General. Observes and ensures compliance with the Whistleblower Protection Program, EEO, security and workplace safety practices, policies and regulations at all times. Maintains a safe and drug/alcohol free workplace.

6. Performs other related duties and projects as necessary or assigned.

SUPERVISORY CONTROLS: The incumbent works under the general supervision of the Technical Coordinator. Work may be performed independently or in partnership with a Senior Telecommunications Technician. Incumbent must display initiative, tact, and good judgment. PERSONAL WORK CONTACTS: The incumbent's contacts are with Idaho Military Division/Idaho National Guard command and staff; city, county, state and federal employees; communications technicians from various public and private agencies, companies and organizations; and other parties as directed by supervisors and managers. WORK CONDITIONS/ PHYSICAL EFFORT: The majority of the work is mobile and performed both indoors and outdoors. Work will require travel and outdoor exposure in all types of weather. Field activities may require the incumbent to work long hours; driving and walking over rough, rocky surfaces and at elevations exceeding 10,000 feet; standing, stooping, reaching; climbing radio support structures up to 200 feet above ground level; operating four wheel drive vehicles, tracked snow travel equipment, and snowmobiles; and occasional lifting of items more than 50 pounds.
