Sr Project Leader

SUMMARY:

Under general supervision, completes utility construction and maintenance projects in a timely and efficient manner, by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assists in the coordination of gas and electric transmission projects

Provides training and technical assistance to other Project Leaders and Designers. Helps establish training needs for other team members

Negotiates and manages a variety of contracts for projects, professional services, materials, and equipment

Reviews measurements and makes adjustments to the process to achieve team goals

Oversees projects that consist of large subdivisions, commercial, minor system improvements, and streetlights, to include the design review, cost estimate approval, and work activity monitoring

Monitors field work for compliance and completeness

Consults with team to identify and resolve issues that require direct customer involvement on inquiries, right-of-way, complaints, tree trim requests, and damages

Communicates and coordinates job requirements to customers, team members and others outside the team as necessary

Participates in project scheduling, and assigns job priorities in order to meet company and customer requirements

Initiates and administers line extension contracts

Documents variances and close projects in an accurate and timely manner

COMPETENCIES:

Advanced knowledge in gas or electric theory and design of systems, with general knowledge in the other utility

Experience in advanced designs or construction, such as: large subdivisions that required a system improvement to provide power involving three phase and single-phase design, gas meter stations, district gas regulator stations, and small commercial stations

Ability to promotes first-class public relations with customers, businesses, outside agencies and community leaders

Demonstrated ability to apply and interpret PNM and industry standards for distribution design, construction, and metering

Understanding of governmental rules and regulations and other PNM Policies and Procedures as they apply to their area of responsibility

Experience in coordinating outages, metering inspections, switching procedures, or pre-design/construction meetings

Knowledge of the Gas or Electric Service delivery process

Has knowledge of ROW terms and governmental guidelines

Must be able to apply, administer and interpret contracts and the gas and electric line extension policies

Demonstrated ability to apply engineering and drafting principles by managing routine electric and gas distribution system projects, for example: pole in line or line extension

Experience in negotiating and managing construction contracts

Experience in advanced designs or construction, such as: large commercial shopping centers with major anchor stores, industrial parks, network systems, and system improvements

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree from four-year college or university with five to seven years related experience, or equivalent combination of education and/or experience related to the discipline.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a current, legally valid driver's license and meet the company's driving record requirements.

SUPERVISORY RESPONSIBILITIES:

May assume the role of Team Manager. Initiates personnel recommendations to Team Manager and participates in the process. Provides training and technical assistance in their area of expertise. Provides input to Team Manager concerning personnel recommendations. Assists in achieving team goals and objectives. Directs the work of others assigned to their project.

COMMUNICATION SKILLS:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

Ability to write complex reports, business correspondence, and procedure manuals

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

COMPUTER SKILLS:

Working knowledge of knowledge of MS Applications, BANNER and Passport, FMS and other PNM Systems that are used by the team

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Ability to solve complex practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to stand and/or walk up to 2/3 of the time and frequently visit the construction sites. The employee must occasionally lift and/or move up to 30 pounds.

Construction site environment.
