Case Western Reserve University Assistant Director for Student Employment in Cleveland, Ohio

POSITION OBJECTIVE

The Assistant Director of Student Employment/Financial Aid is to establish, implement and manage a student employment program for undergraduate, graduate and professional students. Also, this individual is responsible for the oversight, stewardship and accounting functions of the Work-Study Program. The position involves the creation and maintenance of student employment records in accordance with and in compliance with federal and state regulations and employment laws. The Assistant Director is responsible for the administration of all Human Resource functions for students including payroll, job development, recruitment and posting, off-campus agency development and recruitment, position descriptions and evaluations, compensation evaluation, wage rate scales and wage rate assignments for individual positions. This position is eligible for hybrid/remote work arrangements.

 

ESSENTIAL FUNCTIONS

Manage the Office of Student Employment including supervisory responsibilities for one full-time staff, temporary staff and student employees. Administer and manage a $10.1-million-dollar annual student employment payroll. Provide financial management and accountability which includes forecasting, compliance, and control for Federal Work-Study program. Monitor work study expenditures and student eligibility, and student working hours and earnings limits monthly. Forecast expected spending and make recommendations regarding use of excess funding, if any, keeping within guidelines. Manage and coordinate employment related activities with hiring departments, agencies and other internal and external entities. Stay apprised of all state and employment regulations. Create and maintain student employment records in accordance with the applicable state and federal regulations; including the I-9 process. Actively seek out and implement improvements to student employment operations. Administer and manage a semi-monthly payroll that include payment requests, salary advances and data entry for an estimated 3,500 work-study and non-work-study students. Balance and report on the Federal Work-Study Program section of the annual Fiscal Operations Report to the US Department of Education. (30%)

Maintain a working knowledge of the HCM PeopleSoft System, PeopleSoft Financials, PeopleSoft Student Information System, PowerFAIDS and Handshake. Troubleshoot and resolve security/access issues for payroll system (HCM) for students and supervisors. Resolve payroll errors in the HCM/PeopleSoft system for all student employees including those for graduate and professional student data entered by payroll. Create PeopleSoft queries to ensure compliance in all areas of HCM student data entry, federal work-study requirements and university policies as they relate to employment of students in addition to statistical data as requested by the university community. Maintain an electronic job posting system. Recommend for approval the wage rates and wage classifications for undergraduate and graduate students and communicate changes to the university. Train students how to navigate the job posting system and supervisors how to post and remove jobs in the system. Develop and present written, electronic and audio-visual presentations for training student supervisors to use HCM/PeopleSoft payroll system. Serve as a department lead to the Enterprise Resource Planning implementation/upgrade team for HCM/ PeopleSoft which includes quarterly bundle testing. (30%)
