This advertisement is for a Career Service position with the Florida Department of Correction’s Bureau of Contract Management and Monitoring. The selected candidate’s office location is negotiable within the assigned geographical area of central and southern Florida. Preferred counties include Hernando, Pasco, Polk, Hardee, Desoto, Okeechobee, Palm Beach, Martin, Broward, and Miami-Dade.

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY. EMPLOYEES ARE NORMALLY HIRED AT THE MINIMUM OF THE SALARY RANGE.

Salary: $53,534.52 – $56,779.32 Annually

The Office of Administration is seeking a Contract Monitor to join the Contract Monitoring team in the Bureau of Contract Management and Monitoring. The incumbent will monitor contracted institutional food service compliance in the areas of accounting, purchasing, inventory, staffing, menu adherence, sanitation, food preparation and services, and contractors providing substance use disorder and other strategic and transitional program services for the Department.

SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Serves as a field representative of the Bureau of Contract Management and Monitoring, reporting to the Operations and Management Consultant Manager for Regions 3 and 4

  • Travels to conduct contract monitoring and on-site analysis and inspections of operation, and/or management issues within an assigned geographical area

  • Monitors institutional food service compliance in the areas of accounting, purchasing, inventory, staffing, menu adherence, sanitation, food preparation and services, and all other related department guidelines

  • Assists the facility administration staff in the correction of food, health or safety violations and establishes procedures to prevent reoccurrence

  • Communicates needs for maintenance, repairs and/or replacement of food equipment. Assists in the monitoring of major renovations and new construction of food service facilities

  • Prepares and submits monitoring reports timely

  • Provides support and information to staff in matters concerning contractors’ performance with contract standards

  • May conduct operational review or mock ACA audits as directed

  • Assists in the development and revisions of monitoring tools and procedures

  • Investigates grievances filed by inmates to ensure accurate responses are provided

  • Monitors substance use disorder contracts with the ability to interpret contract language to ensure Contractor compliance with performance standards

  • Participates in the periodic Fair Market Value assignment to collect retail pricing for canteen products

  • Assists with the reporting of data within their region as necessary or requested

    KNOWLEDGE, SKILLS AND ABILITIES (KSA’s):

  • Ability to work independently

  • Ability to communicate effectively

  • Knowledge of the methods of data collection and analysis

  • Knowledge of basic management principles and practices

  • Proficient in Microsoft Office applications (Word, Excel, Outlook)

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices

  • Ability to evaluate and analyze documents, processes, and information for compliance with contractual language, and laws, rules, regulations, and procedures

  • Ability to organize data into logical format for presentation in reports, documents and other written materials

  • Ability to conduct fact-finding research

  • Ability to utilize problem-solving techniques

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities

  • Ability to plan, organize and coordinate work assignments

  • Ability to establish and maintain effective working relationships with others

    REQUIRED QUALIFICATIONS:

  • Completion of a master’s degree or above from an accredited college or university AND one year of food service and/or contract monitoring experience;

  • OR completion of a bachelor’s degree from an accredited college or university AND two years of food service and/or contract monitoring experience;

  • OR five years of food service and/or contract monitoring experience

  • Able and willing to work in the preferred counties listed in the position advertisement

  • In possession of a valid driver license from the State of Florida
