Service Source Program Manager II - Operations in Clearfield, Utah
Job Summary
Oversee the day to day operations of AbilityOne, State Use, and competitive bid contracts that PARC maintains. Assists the Director of Operations in maintaining all contracts, including modifications, pricing, and staffing.
Primary Duties

Supervise staff, perform personnel actions to include hiring, firing, evaluations, recommendations for employment actions within the division.
Provide guidance and direction daily to supervisory staff to maintain contract specific requirements and safety protocols.
Research and provide all necessary information to make an informed purchase on all minor and major equipment purchases in relation to the SCA contracts.
Procure supplies and resources necessary to operate the kitting function.
Review Operations Quality Assurance Program reports and safety reports to ensure contract sites are operating effectively and in a safe manner.
Additional Responsibilities
Actively monitor for new contract opportunities suited to PARC’s capabilities.
Advise Director of Operations on all matters pertaining to divisional contracts.
Maintain close working relationships with contract customers and vendors.
Organize visitation schedule with vendors, agency contract officers and technical representatives to ensure open communications and early detection of problems with contract compliance.
Works closely with Director of Operations on establishing and maintain the operations budget.
Support the oversight of the contract fleet as needed.
Perform other related responsibilities as assigned.
Qualifications: Education, Experience and Certification(s)
Associates degree required, Bachelor’s degree preferred in a related field and 4 to 6 years experience in contracting or janitorial operations. Education may be substituted with a total of 8 or more years of relevant experience.
Minimum of five years supervisory management experience with significant exposure to contract administration in either public or private sector.
Experience administering AbilityOne contracts and knowledge of the AbilityOne and SCA regulations and processes preferred.
Valid driver’s license and/or access to reliable transportation to perform work-related travel required. Eligible drivers must have a good motor vehicle record (MVR).
Pass and maintain Department of Human Services background clearance required.
Must be able to pass and maintain designated background clearance level for all assigned contract locations required.

Ability to make effective and persuasive presentations on complex topics to top management.
Advanced proficiency in Microsoft Office skills, with the ability to become familiar with corporate specific programs and software. Advanced knowledge of Excel and Word required.
