U.S. Army Corps of Engineers Natural Resources Specialist (Ranger) in Clarks Hill, South Carolina

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as part of a multi-disciplinary team for a water resources development project that includes, a mission to manage and conserve natural resources, consistent with ecosystem principles, while providing quality sustainable public outdoor recreation experiences. Responsibilities Serves as a natural resources management specialist performing a wide variety of difficult assignments involving all aspects of project operations including Recreation, Contract Administration, Environmental Stewardship, and Environmental Compliance. Observe use patterns and makes recommendations for changes in facilities and operational procedures. Assists in developing plans for facility maintenance or improvements that are consistent with current and future demands. Investigates and reports non-compliance issues. Ensures strict enforcement of safe practices and safety regulations. Patrols project lands and waters to prevent unauthorized use, trespass, destruction of property, and to ensure compliance with rules and regulations, and protection of project land, water, facilities and other environmental resources. Deals regularly with the public in high stress, emotional and potentially volatile situations Plan, promote and execute special programs such as environmental awareness events, volunteer projects, and water safety programs. Meets with the public, including adjacent property owners, recreation area visitors, civic groups, conservation associations, school groups, and cooperating groups to explain programs, promote interests in activities, and explain management policies. Provides project information to local, state and federal agencies and the visiting public through brochures, displays, news releases, websites, and other written and oral correspondence. Assist visitors by enforcing Title 36 CFR and by educating the visiting public on project purposes, conditions, policies and regulations. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement 0401 series to qualify for the GS-0401-05, Natural Resources Specialist: A. A bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR B. A combination of education and experience which includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) For the GS-0401-07, Natural Resources Specialist: A. One year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes assisting in conserving, preserving, restoring project natural and cultural resources AND participating in forest management activities that may include prescribed burns. OR B. Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR C. Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR D. Specialized experience as described in A, but less than one year; and I have some graduate level education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) OR E. experience as described in A AND the education described in B. (Note: You must attach a copy of your transcripts.) For the GS-0401-09, Natural Resources Specialist: Specialized Experience: One year of specialized experience which includes assisting in conserving, preserving, restoring project natural and cultural resources AND participating in forest management activities that may include prescribed burns. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
