DEFINITION

The City of Stockton is currently recruiting for the position of Administrative Analyst I with one (1) vacancy in the Code Enforcement - Neighborhood Services Section. This position performs a wide variety of administrative and analytical duties for an assigned department; participates in administrative processes, procedures and programs; and to provides information and assistance to the public regarding assigned programs and services. The incumbent will work a City of Stockton 9/80 schedule: 7:30 a.m. to 5:30 p.m. Mondays through Thursdays; 8:00 a.m. to 5:00 p.m. Fridays, with alternating Fridays off.

Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by the Stockton City Employees' Association (SCEA) Professional and Technical Unit. (Classified/Represented)

This recruitment is being conducted as an Open/Promotional recruitment. Current full-time, regular-status City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. All other candidates may apply for this position as an open competitive opportunity and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list or a combination of both.

These lists may be used to fill future permanent vacancies in additional departments.

Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.

Veteran's Preference:

This position is eligible to receive Veteran's Preference Points for entrance into the Civil Service. Veteran's Preference will not be granted on the promotional list. If you believe you may qualify for Veteran's Preference, a DD-214 Member 4 copy indicating at least 181 consecutive days of service with honorable discharge must be received in the Human Resources office (see supplemental questionnaire for details in submitting DD-214 copy) by the final filing date.

CLASS CHARACTERISTICS

Administrative Analyst I is the entry level in this professional administrative support series. Initially under close supervision, incumbents perform the more routine administrative support and analysis duties while learning City policies and procedures and specific techniques related to administrative analysis. As experience is gained, assignments become more diversified and are performed under more general supervision.

PRINCIPAL DUTIES (Illustrative Only)

  • Plans and organizes administrative studies relating to the activities or operations of the department, functional area to which assigned, or the operations of the City as a whole.

  • Identifies problems, determines analytical techniques and information-gathering processes and obtains required information and data for analysis; analyzes alternatives and makes recommendations regarding such areas as organizational structure, staffing, facilities, equipment, cost analysis, productivity, policy or procedure development.

  • Discusses findings with management staff and prepares reports of study conclusions; develops implementation plans and assists in implementing policy and procedural modifications.

  • Assists in the development and implementation of department or division goals and objectives; may assist in developing and administering the annual budget, including analyzing current and historical trends, determining variances and improving cost effectiveness. Administers specified departmental programs as assigned.

  • Coordinates activities with those of other departments, depending upon the nature of the project to which assigned.

  • Confers with representatives of other governmental agencies, businesses, professional and citizens' groups, vendors, and the public.

  • Provides liaison and staff support to a variety of committees and commissions.

  • Reviews contracts, invoices, vouchers, and other City agreements and performs various financial analysis and reconciliations.

  • Provides technical assistance to others on administrative and analytical matters; may develop or utilize computer applications to assist with analytical studies or departmental operations.

  • Prepares technical reports, correspondence, and other written materials.

QUALIFICATIONS

Education:

Possession of a Bachelor's degree from an accredited four-year college or university with major course work in business or public administration or a closely related field.

Other Requirements:

Specified positions may require a valid California driver's license.

Knowledge of:

  • Principles, practices and methods of administrative, organizational, economic, and procedural analysis;

  • Public administration principles and practices;

  • Business computer user applications, particularly as related to statistical analysis and data management;

  • Financial/statistical/comparative analysis techniques and formulae; and

  • Basic budgetary principles and practices.

Skill in:

  • Analyzing complex administrative, operational, economic, and organizational problems, evaluating alternatives and reaching sound conclusions;

  • Collecting, evaluating and interpreting varied information and data, either in statistical or narrative form;

  • Interpreting and applying laws, codes, ordinances, regulations, policies, and procedures;

  • Preparing clear, concise and complete reports and other written materials;

  • Maintaining accurate records and files;

  • Coordinating multiple projects and meeting critical deadlines;

  • Exercising sound independent judgment within established guidelines;

  • Establishing and maintaining effective working relationships with those contacted in the course of the work; and

  • Planning, directing, and reviewing the work of support staff on a project or day-to-day basis.

The Examination:

Applicants who qualify in terms of relevant work experience and education, that best meet the needs of the City, will be invited to participate in the examination process, which may include a written examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
