Ocean Point Terminals Manager, Capital Projects and Programs in Christiansted, Virgin Islands

Manager, Capital Projects and Programs Summary of Position The Manager of Capital Projects and Programs will be responsible for the management of the Ocean Point Terminals Capital Project Portfolio and Expansion Projects. This position will be responsible for development of a rolling 5-year capital plan, including project management of $20MM-$50MM of annual spend. Project Management includes project scope definition, engineering, construction, materialization, budgeting, AFE submittal, cost control, and oversight of field work execution. Further responsibilities include leading and managing project management personnel and contractors. The position will also directly manage projects, typically in the $1MM to $10MM range. This position will work closely with the operations department to schedule project work in an effort to minimize impacts to the operations of the facility. The position is located in the St. Croix, U.S. Virgin Islands. Representative Responsibilities - Implement five (5) year rolling capital project plan, including management of $20MM-$50MM of related annual project work. This includes related budgeting, AFE preparation, cost management, work execution strategies and work execution. - Responsible for project development: engineering studies, licensors selection, technical bid reviews, preliminary engineering, detail design, materials procurement, construction, pre-commissioning, handover, commissioning, startup, and close out. - Responsible for oversight and execution of capital projects related to terminal piping, pumps, docks, tanks and various civil projects such as roads, walkways, and elevated platforms. - Works closely with the Maintenance and Reliability Team as related to engineering and mechanical integrity programs for the Terminals. - Provide the technical and project management oversight to the design, construction, pre-commissioning, commissioning, startup of facilities, and close out of projects. - Prepare/Review monthly project performance reports showing the status of design, material procurement, construction, milestones, commitments, payments, charges, variances from standards, waivers and problems and present them to higher management. - Anticipate and plan for changes in project scope, timing or costs. Prepare documentation and obtain management approval. - Ensures safety standards and guidelines are followed on the jobsite and that all safety and compliance codes are met. - Ensure timely resolution of project issues arising in all phases of the project development. - Provide comprehensive recommendations to improve technology within the Terminal business. - Provide oversight of contractor services and measurement of performance related to capital projects. - Manage cost within assigned capital budget, projects and work areas. - Ensure operational excellence through use of metrics and continuous improvement. - Negotiate agreements and change orders with design and execution contractors. - All other duties assigned Requirements Education - Bachelors degree in Engineering (Mechanical, Electrical, or Civil Engineering) or Construction Management degree, Required. - PMP Certification, preferred. Experience - Minimum of 10 years of Terminal or Petrochemical experience. - Prior experience and proven accomplishments in development and installation of capital projects in a Terminal or Petrochemical environment. Knowledge/Skills/Abilities - Broad knowledge and experience with the Project Management Process, PMI, bility to pass and obtain the PMP certification within one (1) year of Employment. - Proven and demonstrated track record with respect to executing significant projects on time and on budget. - Demonstrated knowledge and implementation experience in related industry best practices. - Strong budgeting, forecasting, economic evaluation, and statistical analysis skills. - Ability to communicate clearly and concisely, both orally and in writing throughout all levels of the organization. - Ability to effectively multitask while analyzing and solving problems. - Demonstrated strategic thinking skills, able to create and implement new opportunities/processes. - Demonstrated experience working with influence management, including conflict resolution and the ability to lead both internal/external resources to achieve goals. - Strong supervisory and leadership skills. - Results driven with strong planning and organization skills. - Demonstrated ability to empower the workforce and develop alignment with numerous department groups. - Ability to establish and maintain effective working relationships with employees at all levels of the organization. - Demonstrated ability to influence others. Applicable Additional Requirements - Valid drivers license. - Full time residency in St Croix, USVI - Ability and willingness to work extended hours, nights, and holidays when required. - Ability to obtain, or currently possess, a valid Transportation Workers Identification Credential (TWIC). Physical Requirements - This position will require both office and field work. - Ability to occasionally lift to 50 pounds, push and pull, reach overhead, operate hand tools, stoop and squat, wear breathing apparatus, enter confined spaces and utilize all necessary personal protective equipment This exempt position is located in St. Croix, US Virgin Islands This position offers a competitive salary with excellent benefits.
