Job Summary

Reporting to the HR Strategy and Operations Manager, the Senior Human Resources Business Partner serves as the generalist for the Information Technology Services (ITS) team, managing processes and HR system transactions related to position management, hiring, onboarding, terminations, employee matters and other tasks as assigned.

Responsibilities

Collaborates with unit leadership and HR Centers of Expertise (COEs) on organizational strategy and emerging staff needs.

Partners and supports HR Strategy and Operations leadership on organizational design, succession planning, change management, improvements and transition activities.

Assists IT Services in assessing career growth and talent needs of the unit and determining where promotional opportunities exist.

Strategizes and shares methods for leaders to establish and sustain a positive work environment that enables employees to learn, grow and succeed.

Serves as an advocate for HR policies, procedures and practices, as well as communicates policy updates.

Leads complaint investigations, working in concert with Employee and Labor Relations (ELR) COE.

Conducts complaint investigations, acts as a neutral party in fact-finding, and ensures confidentiality, accuracy ad timeliness to employees involved.

Escalates matters to ELR if inquiries involve Title IX, employment law, or if questions arise regarding the business partner\'s ability to serve as a neutral investigator.

Hears initial concern grievances for union employees and works with ELR on subsequent steps.

Advises on severance agreements/negotiations, conducts exit interviews for voluntary resignations, involves ELR to assist with risk mitigation or other concerns, and works with HR Systems Specialist to ensure employee is terminated in appropriate timeframe.

In coordination with ELR, facilitates conversations between managers and employees regarding accommodation requests.

Assists in initiating talent acquisition process.

Collaborates with ITS managers to draft job description and evaluation criteria, reviews/updates job postings to ensure alignment of objectives and budget.

Completes pre-hire steps necessary to onboard a new employee.

Works with hiring managers and HR System team to determine system access and hardware needs for new/transfer employees and ensures transactions are completed accurately within the expected timeframe.

Facilitates orientation sessions with new hires and improves upon onboarding process with data driven results.

Ensures proper procedures are followed when an employee is exiting.

Conducts exit interviews, providing feedback to unit management; ensures compliance for hardware retention and streamline offboarding process.

Facilitates annual processes and provides guidance to ITS unit leadership in partnership with HR COEs.

Reviews and assesses job profiles of staff as needed to ensure reflective of current roles and responsibilities, as this is the basis for all pay decisions.

Assists IT Services as they complete alignment reviews and makes recommendations surrounding merit, equity adjustments and lump sum awards.

Ensures accuracy of records and processes in accordance University policies and practices.

Initiates personnel actions in University systems (e.g. personnel changes, requests, job changes) and approves personnel actions.

Counsels employees on request for leave; manages communications between leave administration/unit/employee.

Supports HR Strategy and Op rations Manager in efforts related to budget management.

Collaborates with Director of Finance to pull, assess and analyze reporting data as it relates to budget.

Troubleshoots, reviews, and corrects monthly and biweekly payroll issues.

Manages one-time payments, such as ESP, signing bonuses, and referrals.

Administers flexible work arrangements.

Manages bereavement and sick flower orders.

Maintains the organizational chart.

Manages cell stipend lists and maintenance.

Oversees F&A and ITS hires and terminations, ensuring communication for all staff lists.

Serves as a key resource on University HR regulations and policies, partnering with Central HR team members as needed.

Collaborates with department leadership on information management, process improvement, and absence management.

Manages the foreign national process, including completing petitions, preparing supporting documentation, managing audit documentation, travel verification, and the LPR process.

Initiates and manages job evaluations, department leveling, and compensation analysis.
