FINANCIAL ANALYST

DEPARTMENT OF PLANNING & DEVELOPMENT

Bureau of Finance

Number of Positions: 2

(additional vacancies possible pending budget approval)

Starting Salary: $67,656.00

The Department of Planning and Development (DPD) is seeking a Financial Analyst who under general supervision, prepares financial plans and budgets, tracks program performance, analyzes program operations, manages program finances, report program outcomes, and performs related duties as required.

ESSENTIAL DUTIES

· Financial Planning and Budgeting

o Researches current and historical revenues and expenditures, identifies trends, and prepares fiscal projections

o Coordinates with program heads to plan, program, and track resource needs and gaps over multiple years

o Assists in preparing operating, capital, and grant budget requests and helps manage the annual budget process

· Financial Management & Reporting

o Sets up and/or modifies funds, accounts, and budgets in the City’s financial system

o Tracks program revenues and expenditures

o Monitors and reconciles accounts across multiple systems and ledgers

o Costs and reconciles program payroll

o Assists with the annual single audit process and HUD program audits, coordinates corrective action plans and audit responses, and conducts site visits as needed

o Prepares and reports both financial and program performance status internally and externally in federal systems

· Management Analysis

o Coordinates with program heads to identify and track program metrics (inputs, outputs, outcomes) to measure return on investment

o Conducts cost/benefit analyses of current and proposed programs and operations, and recommends changes to improve cost efficiencies

o Elicits, maps, and evaluates business requirements and processes

Additional duties may be required for this position

Location: City Hall, 10 th Floor

Days: Monday – Friday

Hours: 8:30am – 4:30pm

Qualifications:

MINIMUM QUALIFICATIONS

· Graduation from an accredited college or university with a Bachelor’s degree in Finance, Accounting, or a directly related field, plus one year of work experience in the analysis of financial records.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.

Preference will be given to candidates possessing the following:

  • Previous experience with federal, state, and local grants
