GovCIO Database Developer in Cheyenne, Wyoming

Overview

GovCIO is currently hiring for a Database Developer to support the Pension Benefit Guaranty Corporation (PBGC) on addressing critical challenges in our application infrastructure by upgrading Oracle databases to version 19c, migrating databases to the Azure Cloud, and supporting the overall strategic roadmap for IT infrastructure modernization for the EBTS suite of applications. The ideal candidate will have extensive experience with Oracle 19c DB, database migration, Agile methodologies, DevOps practices, and quality assurance frameworks. This position will be a fully remote position.

Responsibilities

  • Plan, coordinate, and execute the upgrade of Oracle databases from version 12c to 19c, ensuring compatibility and minimal downtime.

  • Collaborate with cross-functional teams to design and implement database migration strategies to the Azure Cloud, ensuring data integrity and performance.

  • Partner with development teams to design data management and governance protocols, manage the information lifecycle, design infrastructure, and data integration controls

  • Design and implement new database objects including schemas, tables, procedures, and triggers.

  • Understanding business strategy and cascades business intelligence needs to the database level

  • Design, configure, implement, and administer all databases for the respective parties involved

  • Develop and maintain complex models and logical database designs

  • Identify and resolve all issues related to database systems to ensure that systems are online and without service interruption

  • Develop new and enhance existing standards, processes and procedures, and guidelines for database environments using industry experiences, best practices research, and business needs

  • Develop and maintain database automation scripts and tools to support continuous integration and deployment (CI/CD) pipelines.

  • Provide technical support and troubleshooting for database-related issues, collaborating with IT teams and vendors as needed.

  • Implement and maintain DevOps practices and tools for database administration, including version control, automated testing, and deployment.

  • Monitor and optimize database performance, including tuning SQL queries, managing storage, and implementing database security best practices.

Qualifications

Bachelor’s Degree with 8+ years (or commensurate experience) in Computer Science, Information Technology, or related field.

Required Skills and Experience

  • 5-8 years of proven professional experience as a Database Developer, with a strong background in Oracle DB, preferably 19c.

  • Hands-on experience with upgrading Oracle databases from version 12c to 19c in enterprise environments.

  • Experience with database migration projects to cloud platforms, particularly Azure.

  • Proficient with relational databases (e.g. Oracle, SQL Server, MySQL, PostgreSQL)

  • Experience in designing and implementing database structures

  • Experience with automating DBA tasks

  • Experience with data modeling, data migration and schema design

  • Proven experience using Transact SQL, Stored Procedure and UDF

  • Demonstrated experience in troubleshooting and resolving database problems

  • Demonstrated experience in tuning database and its objects

  • Proficiency in Agile methodologies and experience working in Agile teams.

  • Strong understanding of DevOps practices and tools for database administration.

  • Familiarity with quality assurance frameworks and experience conducting testing and validation of database changes.

  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and stakeholders

Clearance Required: Must be able to acquire and maintain a PBGC Public Trust

Preferred Skills and Experience

  • Certification in Oracle database development or related technologies.

  • Experience with managing data stored in document management systems

  • Experience with other database platforms such as SQL Server, Dataverse, MySQL, or PostgreSQL.

  • Experience with performance tuning, data analysis and optimization of database systems

  • Proficiency in Oracle database development and administration.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $120,000.00 - USD $150,000.00 /Yr.
