We are seeking a highly skilled and experienced Proposal Pricing Analyst to fulfill a critical role in developing competitive and compliant pricing strategies for proposals. This position entails preparing and overseeing the pricing volume in response to Requests for Proposals (RFPs) and Requests for Quotations (RFQs). The successful candidate will analyze contract requirements, special provisions, and terms and conditions to ensure adherence to RFP requirements and corporate policies.

This is a full time, salaried exempt position with the ability for hybrid work up to 25% of the time.

Key Responsibilities:

  • Lead and participate in the proposal pricing process, which includes:

  • Developing comprehensive cost volume schedules.

  • Assisting in formulating pricing strategies with the Capture Manager.

  • Coordinating subcontractor RFQs.

  • Supporting internal Gate Review processes for management pricing reviews.

  • Analyzing and compiling cost/price data.

  • Creating detailed cost narratives.

  • Leading the final preparation of cost volumes.

  • Ensure timely and accurate preparation of cost volume documents.

  • Collaborate closely with various departments to ensure precise and coordinated cost proposals.

  • Provide leadership throughout the capture and proposal phase for price/cost proposals.

  • Conduct key cost model internal reviews during the proposal phase.

  • Prepare subcontract RFQs by analyzing contract requirements, special provisions, and terms and conditions for compliance.

  • Integrate basis of estimates (BOEs) and program strategy into winning proposals with the Capture and Proposal Manager.

  • Research and analyze historical data to develop pricing models supporting proposal efforts.

  • Collect cost and pricing data, develop cost proposal structures, and interface with technical and operations staff to understand the scope of work.

  • Formulate, communicate, and implement integrated cost/technical proposal strategies, ensuring clear and valid customer justification for selection.

  • Prepare timely, accurate, and compliant price proposals per RFP specifications, FAR/DFARS requirements, and corporate procedures.

  • Support audits and participate in cost proposal clarifications or negotiations.

  • Perform other duties as assigned.

Required Qualifications:

  • Bachelor's degree with 4 years of experience in pricing/estimating, finance, contracts, proposals, or a related field; or a Master's degree with 2 years of relevant experience.

  • US Citizenship is required due to working on Federal Contract.

  • Proficiency in Microsoft Office (Excel, Word, PowerPoint).

  • Ability to work non-traditional hours when necessary in a deadline-driven environment.

  • Strong knowledge of government proposal development.

  • Excellent problem-solving, organizational, and communication skills.

  • Experience with various contract types including FFP, CPFF, CPAF, and T&M.

Preferred Qualifications:

  • Experience with price modeling tools (e.g., ProPricer).

  • Advanced Excel skills (complex formulas, live models, VBA coding).

  • Knowledge of government regulations (FAR, DFARS).

  • Understanding of Cost Accounting Standards (CAS) and proposal auditing techniques.
